Statistical reporting form 1 entrepreneur. Legislative framework of the Russian Federation

By Order No. 263 dated 06/09/2015, Rosstat approved a new report form for individual entrepreneurs. A comprehensive study of IP was conducted. The reporting form to Rosstat for 2017 is called Form 1-entrepreneur 2018 (“Information on the activities of an individual entrepreneur for 2017”). In the first year after the approval of this form, this document was filled out by all entrepreneurs. In 2018, the situation is different, as will be described below. Many businessmen in Russia, in order not to track changes in legislation and other important issues on their own, use a convenient online service . The deadlines for submitting reports to Rosstat in 2018 allow you to fill out and submit the document in advance. The report must be submitted to Rosstat no later than April 1. This can be done electronically or on paper.

In our material today we will look at who submits reports to Rosstat in 2018 and how this document is filled out. At the bottom of the page, the reader can download the 2018 1-entrepreneur form for 2017, as well as a sample form.

Please note that this form is not provided by individual entrepreneurs engaged in retail trade, except for the sale of motor vehicles and motorcycles.

Why is Form No. 1-IP necessary?

Form 1-entrepreneur 2018 was introduced by Rosstat for statistical monitoring of the activities of small and medium-sized businesses. This form is relevant for submitting the 1-P entrepreneur report for 2017 in 2018. The previous continuous survey of individual entrepreneurs was conducted in 2016 (based on the results of 2015).

In 2018, for 2017, the 1-P entrepreneur report will be submitted only by those representatives of small and medium-sized businesses that are included in the list approved by Rosstat. This is the so-called selective observation, in contrast to the continuous observation carried out by Rosstat in 2016 based on the results of 2015. If the legislation in this area does not change, then the next continuous observation, i.e. Submission of the 1-P entrepreneur report will be mandatory for all small and medium-sized enterprises, including individual entrepreneurs, in 2021, based on the results of 2020.

Rosstat carries out selective observation annually. Typically, territorial authorities independently notify individual entrepreneurs by sending them in writing the forms of reports required for submission. But the human factor can interfere with this, so in order to find out whether you need to submit a report for 2017, go to the Rosstat website and fill out the form. If you are included in the list of selective reporting, this service will give you the report form necessary for submission to Rosstat.

Based on Art. 2 of the Federal Law of July 24, 2007 No. 209-FZ “On the development of small and medium-sized businesses in the Russian Federation”, such statistical observations are carried out once every five years to develop a realistic policy of the Russian Federation in relation to SMEs.

It should be noted that the information provided by the individual entrepreneur must be based on real facts, and not just on the data submitted to the Federal Tax Service. Rosstat guarantees complete confidentiality of information and information. The transfer of data to tax authorities, according to Rosstat management, is excluded.

The information received by Rosstat on the state of small and medium-sized businesses in 2017 will be used to generate official statistics. The observation results will be available on the Rosstat website - www.gks.ru

Structure and features of filling out the report

At the bottom of the page there is a sample of filling out the form 1-entrepreneur 2018. But it would not be amiss to consider in detail the rules and features of filling out this document.

Form 1-entrepreneur 2018 is easy to fill out and does not look like a report at all; rather, it is a regular questionnaire.

The first sheet of form 1-IP consists of two parts, one of which is torn off and remains with the individual entrepreneur to confirm that he has submitted a report to the Statistical Office.

In the detachable part of the report, you need to fill in two lines:

  • In the line “Postal address of an individual entrepreneur”, you must write down the actual address of the individual entrepreneur.
  • In the line “Individual entrepreneur”, indicate the last name, first name, patronymic and put the personal signature of the entrepreneur.

In the code part of the form, fields with personal unique codes of an entrepreneur without forming a legal entity must be filled in: OKPO - on the basis of the Notification of assignment of the OKPO code posted on the Rosstat Internet portal: http://statreg.gks.ru, TIN - on the basis data from the Federal Tax Service.

Filling out Section 1. “INFORMATION ABOUT THE ACTIVITIES OF AN INDIVIDUAL ENTREPRENEUR FOR 2017”

In this section of the form you must indicate data with personal unique IP codes:

  • OKPO - indicated in the notification of code assignment received by you at the regional office of the statistical office, so OKPO can be found on the Roststat website at the link http://statreg.gks.ru
  • TIN - indicated in the TIN certificate or on the Federal Tax Service website at https://service.nalog.ru/inn.do

Question 1. Did you carry out business activities in the reporting year?

If the answer to the question is “YES,” then you must move on to the next question and then fill out the entire 1-IP form.

If the answer to the question is “NO”, then you must put an X in the following question:

If you did not carry out entrepreneurial activity in the reporting year, did you work as an employee for another entrepreneur or legal entity.

If the answer to step 1 is “YES”, you must fill out the following form:

Question 2.“Did you carry out your main business activities in the same subject of the Russian Federation where you are registered as an individual entrepreneur?”

If the place of business activity is located in the same subject of the Russian Federation in which official registration as an individual entrepreneur took place, then you must mark “YES” and proceed to question 3.

If the address of registration as an individual entrepreneur and the place of actual implementation of the main business activity do not coincide, then the answer is “NO” and additional information is provided about the address of the place where the main business activity is carried out. This address should be indicated only if the place of business activity is located on the territory of another constituent entity of the Russian Federation. In a large field, enter the name of the republic, territory, region of the actual place of implementation of the main business activity.

Question 3."Indicate the amount of REVENUE (including taxes and similar mandatory payments) from the sale of goods, products, works, services received by you in the reporting year for all types of business activity"

In this paragraph it is necessary to indicate the total volume of all receipts related to payments for goods (work, services) sold:

  • if an individual entrepreneur received payment for goods (work, services) not in cash, but in kind, i.e. in the form of goods (works, services) and other property, then the amount of revenue is determined based on the transaction price.
  • if the transaction price is not determined, then the amount of revenue is determined by the cost of the goods (work, services) and other property received, calculated at their market prices.
  • if it is impossible to establish the cost of the received goods (work, services) and other property, then the amount of revenue is determined based on the prices that were usually charged for similar goods (work, services) sold under comparable circumstances.
  • if an individual entrepreneur conducted activities in the reporting year, but did not receive revenue from it, then “0” is entered in the line.

Question 4. “Give a detailed name of the types of activities you actually carried out in the reporting year, describe what products or services you produced in the reporting year.”

In answers to this question, it is necessary to indicate all types of products and services that were produced (provided) by the individual entrepreneur in the reporting year.

Opposite each cell filled in indicating the name of a specific type of activity, it is necessary in fields 4.1. indicate the share of revenue from this type of economic activity in the total revenue of the entrepreneur (in %, in whole numbers).

The sum of the shares of revenue for all types of economic activity should be 100%.

Question 5.“On average, how many people worked in your business in the reporting year: partners (persons participating in your business on the basis of a property or other contribution and performing certain work in your business, may or may not be members of the same household), helping family members, hired workers?

In answering this question, you should specifically highlight:

  • partners
  • helping family members
  • hired workers.

To indicate the number of these three categories, it is necessary to determine their average number. To do this, you need to add up the number of people who worked in each calendar month, including those temporarily absent (sick, on vacation, etc.), divide the resulting number by 12. If the individual entrepreneur worked for less than a full year (12 months), then the resulting amount is divided by number of months of operation of the entrepreneur. The resulting data is rounded according to the arithmetic rule (1.5 and above should be rounded to 2; less than 1.5 - to 1).

Business partners cannot be members of the same household. They are persons who participate in the business on the terms of a property or other contribution, and who perform certain work in this matter.

Employees are persons who perform work for hire for remuneration (cash or in kind), on the basis of a written contract or oral agreement.

Form 1 - entrepreneur for 2015 - statistical reporting, mandatory for all entrepreneurs without exception. How should it be filled out, within what time frame and in what way should it be submitted?

Who and when submits Form 1 to statistics - entrepreneur

Once every five years, Rosstat conducts continuous surveillance of small and medium-sized businesses (clause 2 of article 5 of the Federal Law of July 24, 2007 No. 209-FZ). And in 2016 it was time for another observation.

That is why Form 1 - entrepreneur for 2015 must be submitted to the territorial statistics department by all individual entrepreneurs. It does not matter what kind of activity they are engaged in and what taxation regime they apply.

You need to fill out the form approved by Rosstat order No. 263 dated June 9, 2015, and submit it before April 1, 2016.

If the report is submitted late, the entrepreneur may be fined from 10,000 to 20,000 rubles. (clause 1 of article 13.19, article 2.4 of the Code of Administrative Offenses of the Russian Federation). The same fine may apply for false data in the report.

How to submit Form 1 to statistics - entrepreneur

Form 1 - entrepreneur can be represented by:

  • in paper form (during a personal visit to the territorial statistics office or by mail);
  • in electronic form (via the Internet).

When sending a report by mail, you will have to spend money on a valuable letter with a list of attachments, in which you can indicate which documents are being sent.

It is most convenient to submit Form No. 1-entrepreneur for 2015 in electronic form. Moreover, this can be done not only through a specialized telecom operator, but through the Rosstat website gks.ru. However, you will need an electronic signature certificate.

How to fill out form 1 - entrepreneur

To fill out form No. 1-entrepreneur, you need to answer questions. For example, about whether the activity was carried out and at what address, whether the entrepreneur worked for hire, what taxation system he used, whether he received assistance from the state, whether he provided paid services to the population.

Some indicators to be specified require additional calculations.

Average number of employees

In Form 1 - Entrepreneur, they find out how many people on average participated in the business. Here we are talking about the individual entrepreneur himself, his partners, hired personnel and family members working for free.

Please note: the average number of employees was determined according to the rules given in Rosstat order No. 428 dated October 28, 2013. In the same way, you need to calculate the average number:

  • part-time workers;
  • workers with whom they work under civil contracts;
  • partners who help you in business;
  • family members who help for free.

First determine the averages for each month. And then sum up the indicators for all months and divide by 12.

Revenues from sales

Revenue from the sale of goods, works and services for 2015 must be indicated taking into account VAT and excise taxes: the total amount and by type of activity.

An individual entrepreneur using the simplified tax system will take income from the Book of Accounting for Income and Expenses under the “simplified system”; a businessman using the patent system will take income from the Book of Accounting for Income of an Entrepreneur on a Patent (approved by order of the Ministry of Finance of Russia dated October 22, 2012 No. 135n). When working on a common system, you need to look at the Book of Accounting for Income, Expenses and Business Operations (approved by order of the Ministry of Finance and the Ministry of Taxes of Russia dated August 13, 2002 No. 86н/БГ-3-04/430). And when paying the unified agricultural tax - the Book of accounting of income and expenses of individual entrepreneurs for the unified agricultural tax (approved by order of the Ministry of Finance of Russia dated December 11, 2006 No. 169n). Entrepreneurs on UTII who do not keep records of real income will be forced to calculate income according to primary documents.

Indicators must be rounded to the nearest thousand rubles with one decimal place.

Cost of fixed assets

The report must indicate the value of own fixed assets as of December 31, 2015 (rented ones are not taken into account). Officials are interested in the initial value of fixed assets, not the residual value, as well as the value of the property acquired in 2015.

Round both figures to the nearest thousand.

Which individual entrepreneur reports?

The obligation to submit Form 1-IP arises when Rosstat sent the individual a written notification (decree of the Government of the Russian Federation dated August 18, 2008 No. 620).

There are also two ways to find out in advance whether a businessman is required to report.

  1. Get information on the website of the territorial division of Rosstat. To do this, on the official website of the department, through a search or map, open the region where the individual entrepreneur is registered. After clicking on the page, a link to the website of the territorial division of Rosstat will appear. On this site, open the tabs: “Reporting” - “Statistical reporting” - “List of reporting business entities”, click on the link “List of individual entrepreneurs included in the sample statistical observation...” and download it.
  2. Obtain information from the territorial division of Rosstat. To do this, on the official website of the department, through a search or map, open the region where the individual entrepreneur is registered. After clicking, a link to the website of the territorial division of Rosstat will appear on the page. By going to it, you can find the address and contact details of the department. To do this, in the main menu, click on the tab about the department and open the section with department data. Once you know the address, you can call the department or come to it in person and request information and a form.

Form 1-IP “Information on the activities of an individual entrepreneur” was approved by Rosstat by order No. 541 dated August 21, 2017.

The current form can be obtained free of charge from Rosstat departments or downloaded from the official website of the department.

The form has five varieties. Which of them to report on depends on the activities carried out by the individual entrepreneur and the number of employees he hires. Let's look at Table 1.

When to take it

As a general rule, form 1-IP is annual. The deadlines for its submission are indicated on the form. But some businessmen are required to report monthly and quarterly. Let's look at Table 2.

The form consists of a title page and two sheets for indicators. It looks like this:


The title page contains information about guarantees of confidentiality and depersonalization of information, liability for violation of deadlines for submitting the form, the ability to report electronically, fields for indicating the postal address of the individual entrepreneur and his full name. It also contains fields for data about which individual entrepreneurs fill out the form, submission deadlines, form code according to OKUD, individual entrepreneur code according to OKPO and his TIN.

You should report on Form No. 1-IP for 2018 no later than March 4, 2019 (Monday). If the deadline for submission falls on a weekend or non-working holiday, it is postponed to the next working day (Regulation of the State Statistics Committee dated 03/07/2000 No. 18).

The remaining sheets contain five blocks for entering data (see Table 3).

The procedure for filling out Form 1 for individual entrepreneurs is established by Rosstat Order No. 541 dated August 21, 2017 (see Appendix 14).

The form can be filled out by hand or using a computer or printing device. In this case, corrections, additions and deletions are not allowed. The form can be submitted in paper or electronic form.

Features of filling blocks with indicators

The procedure contains explanations for filling out each of the five blocks.

Block 1. When filling out, you need to choose from two options “YES” or “NO”. “YES” is put in the case when the individual entrepreneur confirms the fact that he carried out the activity for which he needs to report in the reporting year.

Moreover, if the individual entrepreneur:

  • only works for hire for another entrepreneur or company, you must mark “NO”;
  • works for hire from another entrepreneur or in a company, and also conducts independent activities, then he fills out all the blocks regarding independent activities

An individual entrepreneur who did not conduct any activity fills out block 1.1.

Temporarily unemployed individual entrepreneurs who briefly operated during the reporting period submit Form 1-IP on a general basis. The blocks are completed in relation to the time period in which the activity was carried out.

Block 2. If the subject of the Russian Federation in which the individual entrepreneur operates coincides with the subject where he is registered, mark “YES” and go to block 3.

Otherwise, mark “NO” and indicate additional information regarding the address of business. The fields indicate the name of the republic, territory, region and the actual place of conduct of the main activity.

The main activity is the activity that brought the largest share of revenue from its total volume.

Block 3. In this block you need to provide the total volume of all receipts for goods sold, work performed, services rendered.

When calculating, you should take into account the amount of taxes charged to the buyer (VAT, excise taxes, etc.).

If the receipts were in kind, then their value is taken into account based on the transaction price. When the price is not determined, market values ​​are used.

When it is impossible to establish a price, the value is taken into account based on the prices that the individual entrepreneur has set for similar goods and sold under comparable circumstances.

If the individual entrepreneur has no revenue for the reporting period, “0” is entered in the block.

Block 4. Answers should be given in as much detail as possible. List all types of products and services that were included in the report. So, when conducting trading activities, the goods are listed:

  • fish production and canning;
  • production of other outerwear;
  • wholesale trade in chemical products;
  • activities of road freight transport.

The sale of goods purchased for the purpose of resale to companies and individual entrepreneurs is classified as wholesale trade. The sale of the same goods to the public is classified as retail trade.

When selling goods of one's own production to the public through one's own distribution network or rented premises, the proceeds are attributed to the type of activity as a result of which it was received. Trading activities are not distinguished.

Subsection 4.1 provides the share of revenue from a specific type of activity in total revenue in percentages and integers. The total sum of shares must be 100.

Block 5. This block indicates the average number of people employed in the individual entrepreneur’s business. Let's look at the reporting categories in Table 3.

  1. Partners

Persons who are involved in the business of individual entrepreneurs on the terms of a property or other type of contribution. They can:

  • perform certain work in business;
  • be or not be members of the same household.
  1. Helping family members

Persons who provide assistance to a business owned by a household member or relative.

  1. Persons with whom employment contracts have been concluded or there is an oral agreement and who work for remuneration
  • permanent employees;
  • workers hired for a certain period or to perform a specified amount of work;
  • workers performing temporary, seasonal or casual work.

Does not apply:

  • Individual entrepreneurs who pay taxes on their own and have entered into a GPC agreement and/or are on a PSN.

The average number is calculated using the formula:

If the period worked by the individual entrepreneur is incomplete, the amount must be divided by the number of months of activity and the result rounded to whole numbers.

After completing blocks 1 - 5, it is necessary to check the control ratios:

For block 1. If you checked “NO”, you should fill out subsection 1.1.

For block 3. If you filled out block 3, then block 1 should be marked “YES”.

For block 4. The total sum of the indicators in subsection 4.1 must be equal to 100. A completed subsection 4.1 means that block 3 must be completed and vice versa.

Every year Rosstat conducts research and collects data on the performance of companies. Therefore, an individual entrepreneur must provide information about the results of his activities. But not all individual entrepreneurs are required to report to regional statistical authorities in 2018. Rosstat itself decides who is entitled to statistical reporting. How to find out if your company is included in the list of those who submit a report to statistics for individual entrepreneurs? Who reports and when

An individual entrepreneur included in the Rosstat list is required to submit statistical reports once a month, quarter or year. It depends on the turnover of your business.

Entrepreneurs not included in the Rosstat list report once every 5 years. This reporting is necessary to monitor the activities of small businesses.

Statistical reporting can be submitted to statistical authorities either in person or by email.

Mandatory reporting forms

You must report using the following forms:

“Information on the activities of an individual entrepreneur.” This form is filled out by all entrepreneurs whose activities are not related to agriculture. You must report by March 2 of the year following the reporting year.

“Information on the activities of an individual entrepreneur in retail trade.” Entrepreneurs engaged in retail trade and provision of services to the public must report on this form. You must report by October 17 of the year following the reporting year.

“Information on the production of products by a small enterprise.” This form is filled out if the individual entrepreneur is a small business. It must be submitted by the 4th day of the month following the reporting month.

Every year, Rosstat collects and analyzes data on the activities of companies in the Russian Federation. Therefore, entrepreneurs provide information about the results of their work. Regulatory reporting

The provision of statistical reporting by individual entrepreneurs is regulated by Federal legislation and the Code of Administrative Offences.

Do individual entrepreneurs need to submit reports to statistics?

Individual entrepreneurs provide statistical reporting only in two cases:

  • All small enterprises, and therefore individual entrepreneurs, must report once every 5 years;
  • If Rosstat requests information from an entrepreneur.

Every year, only those who are representatives of large and medium-sized businesses (those with more than 100 employees) submit reports to statistics.

If you are on the Rosstat list, then the obligation to submit reports must be fulfilled monthly, quarterly or every year. It depends on what your company's turnover is.

How to find out when you need to submit a report

In fact, it’s easy and simple: the statistical authorities of your region will send a request for the need to provide information. It is delivered by mail along with the report form. But usually there is also a call from the curator to make sure that you have received the forms and the request.

In addition, you can independently use the information retrieval system on official website of Rosstat.

How reports are submitted

An entrepreneur can submit reports:

  • Personally;
  • Using email;
  • By registered mail: if you choose this sending option, keep the inventory, which has a Russian postal stamp, so that, if necessary, you can confirm that you sent the documents on time.

What kind of reporting does the individual entrepreneur submit to statistics?

The following reporting forms must be submitted:

  • MP (micro) - nature “Information about the production of products.” Annual. Available until 25.01 of the year following the reporting year;
  • MP (micro) “Information on key performance indicators.” Annual. For rent until 05.02 of the year following the reporting year;
  • PM-prom “Information on production of products”. Available for rent if it is a small business. Menstruation. The due date is the 4th day of the month following the reporting month;
  • 1-IP “Information about the activities of individual entrepreneurs”. All entrepreneurs whose field of activity is not related to agriculture report on it. Annual. Must be submitted by 02.03 of the year following the reporting year;
