The simplified registration procedure for individual entrepreneurs requires the submission of a minimum package of documents, but does not relieve the entrepreneur of the obligation to responsibly enter information into state registers. Therefore, before adding OKVED codes for individual entrepreneurs, you should carefully read the current regulatory requirements of the Federal Tax Service.

Adding codes

If it turns out that the list of business type codes for an entrepreneur available in the Unified State Register of Individual Entrepreneurship (USRIP) is irrelevant, then new OKVED for individual entrepreneurs must be added through the services of the Federal Tax Service registrars.

This simple procedure, taking into account the preparation, can take a week, no more. But provided that all documents are drawn up correctly and submitted by an authorized person. Only in this case, the businessman will not have to submit an application several times, and all additions will be made the first time.

  1. First, you need to study your registration documents and use them to check what data about the types of activities of the individual entrepreneur are entered into the register.
  2. If this data is completely outdated, you need to prepare to supplement the list with new species, while removing the old ones.
  3. Current OKVED directories provide a comprehensive description of the types of business that an individual entrepreneur has the right to engage in according to a specific code. For example, the type of activity “Retail trade in non-specialized stores” excludes specialized trade in alcohol. Therefore, an individual entrepreneur needs to study the entire section of the directory that corresponds to his line of business, so as not to make a mistake with the code.
  4. After the preparatory work, you must fill out a special form (P 24001). This form can either be printed from the official website of the Federal Tax Service in the section “Making changes to information about individual entrepreneurs” of the official website of the Federal Tax Service, or you can make a copy at the registration authority itself directly when submitting an application in person.
  5. An application for adding OKVED for individual entrepreneurs can be filled out online - the website has a support service for this. But the entrepreneur can enter the necessary information himself.
  6. When adding OKVED, the individual entrepreneur fills out the first page of the application, in which he indicates his identification data. Next, fill out the first and second sheet E. The first sheet contains all the codes that must be registered in the Unified State Register of Individual Entrepreneurs, taking into account additional ones; the second sheet indicates the codes that should be excluded from the register.
  7. If a situation arises in which you only need to add code without removing anything, then the second page is not filled.
  8. The application must be signed in the presence of the registrar.

Documents for registration

Before adding OKVED, the individual entrepreneur must prepare certain documents:

  • USRIP record sheet;
  • a completed but unsigned application in form P 24001;
  • personal civil passport.

On the Federal Tax Service website, in the section for making changes to information about individual entrepreneurs, there is a requirement to provide documents that would confirm the making of these changes.

To add OKVED no supporting documents are required.

Confirmation requires information about a change of name, address, and passport details.

Also, before adding OKVED for individual entrepreneurs, you do not need to make any payments to the state treasury. The registrar makes changes free of charge.

This minimum package of documents is required for those individual entrepreneurs who intend to personally visit the offices of the Federal Tax Service to submit documents. Those businessmen who plan to submit documents through a proxy must prepare a power of attorney for him. Notarization of the power of attorney is required.

It is also possible to submit documents by mail and through the website:

  • To submit by mail, the applicant's signature on Form P 24001 must be certified by a notary or an authority that performs the functions of a notary. This precautionary measure was taken to protect entrepreneurs from unauthorized attempts to change their economic status by third parties.
  • To submit via the Internet, an individual entrepreneur must issue an electronic digital signature and follow the instructions for filling out the necessary forms on the website.

Documents accepted by the registrar are processed within five working days, after which the applicant is provided with information about the changed data. You can receive current documents in person, by mail or electronically.

  • Buy and pay with securities,
  • Provide security for institutions and organizations,
  • Buy, sell and manufacture excisable products,
  • Produce and sell pharmaceutical products,
  • Employ citizens to work abroad.

The law does not limit a businessman in the number of additional OKVED codes that he will indicate in the application, but there can only be two main ones.

This, in particular, affects the application of special tax regimes of USTV ("imputation") and PSN (patent). Therefore, it is necessary to approach the choice of OKVED seriously. Our step-by-step instructions will help you find the right codes for individual entrepreneurs in 2019.

Instructions for adding OKVED for individual entrepreneurs

So, what is a type of activity code for an individual entrepreneur and how to choose it correctly? OKVED-2 or OK 029-2014 (NACE rev. 2) has been applied since the beginning of 2017. Before this, several classifiers were used at once, which created difficulties and led to offensive errors. You will have to select the necessary types of activities when registering an individual entrepreneur, but then they can be supplemented or changed. Step 1. Select a new code in the classifier

The OKVED directory is divided into 17 main areas. It is designed in such a way that the regulatory authorities receive comprehensive information about the type of business of a particular entrepreneur using codes.

The structure of each code is as follows:

  • subgroup
  • Kind of activity.

According to the new rules, the selected OKVED consists of four characters. If you have chosen a code that is included in the list of special tax regimes (UNDV and PSN), it is better to immediately write an application for the use of the special regime upon registration. Otherwise, the tax office will by default charge you taxes under the general taxation regime (OSNO).

Business: Preparation and sale of pies with home delivery. You can order products on the website. The entrepreneur does not have a hall for visitors. Which code should I choose? In this case, class 56 “Activities of hotels and public catering establishments” and subclass 21 indicating address delivery services are suitable for us. The required code is 56.21. We can add auxiliary codes (any number) to the main code. There are none in this group. But, for example, to code 56.29 “Activities of public catering establishments for other types of catering,” you can add code 56.29.2 “Activities of canteens and buffets at enterprises and institutions.”

Step 2. Fill out an application to change the types of activities of an individual entrepreneur

To submit information about the type of activity to the Federal Tax Service inspection, an entrepreneur must fill out form P24001 (download). This can be done on the Federal Tax Service portal, where the OKVED-2 directory is located, or on a printed form.

An entrepreneur who is a resident of Russia fills out the following sheets:

  • A – indicate your full name, INN, OGRN and the reason for submitting the form (an error in existing data or a change in it);
  • E, page 1 (newly introduced codes);
  • E, page 2 (excluded codes);
  • F – contact details, method of obtaining documents.

A foreign citizen working in Russia fills out the following sheets:

  • A – full name in Russian and English; date and place of birth, gender;
  • B – information about citizenship);
  • B – address of residence in the Russian Federation);
  • G – identity document);
  • D – information about the document confirming the right to stay in Russia);
  • E – page 1 (newly entered activity codes);
  • E – page 2 (excluded codes);
  • F – contact details, method of receipt.

If it is necessary to change the main OKVED codes, then fill out paragraph 2.1 of sheet E1 (the new code is entered) and the same paragraph on page E2 (the main code to be excluded is written). Signatures on sheet G are placed in the presence of a notary.

Step 3. Notarization and submission to the Federal Tax Service

The application is certified by a notary. Then it is submitted to the tax office at the place of registration or MFC. There is no state duty. This can be done in person or through a proxy, or sent by mail. If you have a personal account on the tax website and an electronic digital signature, then the documents are sent via the Internet. Generating documents online will take less than half an hour.

Registration takes place within five working days. If you fill it out incorrectly or provide false information, you will receive a refusal.

Until 2014, the Federal Tax Service, after changing OKVED codes, was required to issue an extract from the Unified State Register of Individual Entrepreneurs. Now the individual entrepreneur can order this document independently later. The application for the provision of paper is written in any form. A state duty is paid - 200 rubles for a regular one, which is provided within 5 days, or 400 rubles for an urgent one (done in one working day). If the entrepreneur has an electronic digital signature, an extract is generated in his personal account on the Federal Tax Service website within 10 minutes.

After registering an entrepreneur, information about him and the types of activities he carries out is included in the Unified State Register of Entrepreneurs (USRIP). This information can be viewed by anyone interested, including the entrepreneur’s counterparties and supervisory authorities. To keep this information current, it should be updated as necessary. In some cases, register data is updated without the participation of the entrepreneur; in others, the entrepreneur himself is obliged to inform the tax authority about the changes. To do this, they submit form P24001, approved. 01/25/2012 By order of the Federal Tax Service.

The requirements for filling out the application are specified in the specified Order of the Federal Tax Service. See the general requirements for filling out registration forms (Section 1 of Appendix 20 of the Order) and the special requirements for filling out the application for amendments to information about individual entrepreneurs (Section 15 of Appendix 20 of the Order). These requirements provide instructions, including indicating OKVED codes. According to them, when filling out the code, its first digits (at least 4 characters) must be indicated.

On May 25, 2016, changes were made to the said Order of the Federal Tax Service, including registration forms and requirements for filling them out. According to these changes, when filling out registration forms, OKVED2 codes (classifier OK 029-2014) must be used.

If an entrepreneur opens a new line of business, information about which has not been previously entered, then an application must be submitted to the tax office using form P24001. In this case, fill out the 1st page of the form, the 1st page of sheet E of the form, sheet J.

If an entrepreneur, in addition to changing information about types of activities, wants to report changes in any other data from the Unified State Register of Individual Entrepreneurs, then he or she additionally fills out the corresponding sheets of the form:

  • Sheet A (information about the entrepreneur, including his last name, first name, patronymic; for Russian citizens, this information is updated in the order of interaction between authorities, it is not necessary to fill them out in application P24001);
  • sheet B (citizenship data);
  • sheet B (information about place of residence);
  • Sheet D (information about an identity document for persons who are not citizens of Russia);
  • sheet D (information about residence permit or temporary residence permit).

If the new line of activity will be the main one for the entrepreneur, then it must be indicated as the main one by filling out the corresponding line of the first page of sheet E. If the new type (types) of activity is not the main one, but additional, then they are indicated in the corresponding lines of the first page of sheet E.

You must report a new activity within 3 business days from the date it began. Otherwise, the entrepreneur may be held liable under Art. 14.25 Code of Administrative Offenses of the Russian Federation. When registering an individual entrepreneur, it is worth considering possible areas that the company can engage in in the future. This will eliminate unnecessary problems and save time. But no one has the right to force an entrepreneur to work exclusively in his chosen field. An individual entrepreneur can change the types of activities at any time. Currently, there is no state fee for this service. The type of activity must be reflected in the organization’s Charter and in an extract from the register.

Subtleties of taxation

The issue of taxation is one of the most important for any entrepreneur. What is the activity code for?

Adding a new type of individual entrepreneur activity

Before adding a new type of activity, an entrepreneur needs to decide on the OKVED code that he plans to add. The individual entrepreneur selects a code from OKVED that corresponds to the type of his business activity. We described in detail how to do this in this publication.

Sheet E consists of two parts:

Sections 2 and 3 are filled out either by a tax inspector or a notary.

Methods for submitting documents

You can submit documents to add individual entrepreneur activity codes in different ways:

  1. On one's own.
  2. By mail.
  3. With the help of a trusted person.

When submitting documents independently, the individual entrepreneur does not notarize the application in form P24001. In this case, Sheet G is signed by the tax inspector.

In addition, the individual entrepreneur takes with him to the tax office copies of his passport and TIN, a copy of the state registration certificate (about changing the surname - if necessary).

The inspector accepts the documents and issues a receipt to the applicant. According to it, after five working days, the individual entrepreneur receives documents on making changes to the Unified State Register of Individual Entrepreneurs. The date of receipt of documents is indicated in the receipt.

When submitting documents through an intermediary, a power of attorney is required. In this situation, you should have the application and a copy of the applicant’s passport certified by a notary and sign these documents. They need to be flashed. Otherwise, the package of documents is the same as for self-submission.

When sending documents by mail, you need to make an inventory of the attachment and send it by valuable mail.

What are OKVED codes and why are they needed?

OKVED codes are combinations of numbers consisting of at leastfrom four characters and provided for each line of business in the All-Russian Classifier of Types of Economic Activities (OKVED). The state needs them for statistical accounting - it is with their help that representatives of competent government agencies understand what a specific economic entity, including individual entrepreneurs, does.


If an individual entrepreneur has employees, OKVED also affects the rates of contributions paid for them to the Social Insurance Fund.

When should an individual entrepreneur add new codes?

An individual entrepreneur must add an OKVED code to the Unified State Register of Individual Entrepreneurs for each new area of ​​activity within three days after he actually began to engage in it. If he is caught violating this legal requirement, for the first time he faces a fine of five to ten thousand rubles in accordance with Art. 14.25 Code of Administrative Offenses of the Russian Federation.

How to add a new OKVED code: step-by-step instructions

When an individual entrepreneur needs to expand the list of OKVED codes, the following sequence of actions is provided:

  1. Select the new OKVED code to be added. You can add several types of activities at the same time by immediately indicating them in the application. In this case, there is no need to write a separate statement for each new code.
  2. Select the method of submitting documents.
  3. Prepare a package of necessary documents. The main attention is paid to the application in form P24001.
  4. Submit documents using the chosen method to the inspectorate of the Federal Tax Service (IFTS) of Russia.
  5. In due time, receive a record sheet in the Unified State Register of Individual Entrepreneurs, reflecting changes in the list of codes.

Selection of a new OKVED code

Adjustments to the list of OKVED codes are carried out by existing individual entrepreneurs. This means that the procedure for selecting them is already familiar to each of them. After all, it precedes the filling out of an application for state registration. In 2018, when selecting new codes, you need to rely only on the OKVED-2 classifier. All the rest were outdated a year earlier.

It is worth recalling that the OKVED code consists of at least four characters. If you want to specify the type of activity, the classifier makes it possible to immediately specify both a general four-character code and a narrower code with additional numbers. However, neither one nor the other option will be considered an error.

Selecting a document submission method

An individual entrepreneur can submit an application in the following ways:

  • personally;
  • through a proxy;
  • by mail;
  • electronic.

In the first case, a minimum set of documents will be required, so this method is the least troublesome. A representative can submit an application only with an official power of attorney from the entrepreneur. A postal item requires notarization of documents. They are sent by letter with a declared value and an inventory of the attachment.

Submitting an application electronically is possible when the individual entrepreneur has a valid enhanced qualified electronic signature. If it is not there, a notary can attest to the digital document, but this will require additional costs and time.

The set of documents depends on the chosen submission method and includes:

  1. Application form P24001.
  2. IP passport. For all options, except for a personal visit, a notarized copy of it is used instead of a passport.
  3. Certificate of assignment of TIN or its notarized copy. This document is not required everywhere, so it is better to check with the Federal Tax Service or the MFC whether it is needed.
  4. Notarized power of attorney, if the documents will be submitted not by the individual entrepreneur himself, but by his representative. The tax office does not accept powers of attorney in simple written form.

How to fill out form P24001

When filling out an application on form P24001, you must keep in mind the following nuances:

  1. Only the title page, which indicates the full name, ORGNIP and TIN of the entrepreneur, is required to be filled out. All others - only as needed. Sheets that have nothing to write on remain blank. When changing OKVED codes, the number 1 is indicated in the corresponding column of the title page.
  2. When making adjustments to the OKVED list, sheet E is filled out, consisting of two pages: on page 1 the codes that should be added are indicated, on page 2 - deleted.

  3. If the individual entrepreneur does not change the main OKVED, clause 1.1. on page 1 of sheet E is not filled out. When changing the main code (this should be the one that brings the most money to the individual entrepreneur) in paragraph 1.1. the new main OKVED code is indicated, and the old one is indicated in the corresponding paragraph of page 2 of sheet E.
  4. Sheet G indicates the contact telephone number of the individual entrepreneur and his preferred method of obtaining a document on the result of the provision of public services to him for making changes to the Unified State Register of Individual Entrepreneurs.
  5. Form P24001 must be signed in the presence of a tax inspector, an MFC employee, or a notary if you plan to submit documents through an attorney or by mail.

New OKVED codes are entered only in digital designation, without decoding

Step 2. Decide which OKVED code will be your main one

The main OKVED code is the one by which you receive or plan to receive the maximum income. The tariffs for insuring workers against occupational diseases and industrial accidents depend on which OKVED code is the main one for an individual entrepreneur. Entrepreneurs-employers, when changing the main OKVED code, must submit to the Social Insurance Fund a certificate confirming the main type of activity. This must be done no later than April 15 based on the results of last year. The title page indicates the usual details of the entrepreneur: OGRNIP, INN and full name. To enter new OKVED codes, page 1 of sheet “E” is intended, and you can add both the main code and additional ones. Step 4. Submit documents to the registration authority

If the individual entrepreneur decides to change the main type of activity, the old code must be entered on page 2 of sheet E, and the new code must be displayed on page 1.

Only a few actions are required from the entrepreneur:
