Despite the recent snowfall, many heroes of the occasion found a way to get there. The event was attended by the deputy head of the district for social issues Natalya Shchirova, the head of the department for interaction with public organizations of the VMR administration Ilgar Allazov, and the director of the Center for Social Protection of the Population Andrey Denisov. Natalya Shchirova greeted those gathered. She noted that in our city and region there are several specialized institutions for people with disabilities that help them overcome their illness, not only adapt to society, but also achieve significant success. This is a rehabilitation center for children and adolescents with disabilities, the Volzhskie Dawns RC, the local branch of the RiF sports school, and boarding schools in the villages of the Volsky district. A significant role in the rehabilitation of people with disabilities and solving their problems is played by local branches of societies for the disabled, the blind, and the deaf, with which the administration of the VMR has established close cooperation. In addition, the Day of Persons with Disabilities is a significant day for those who work with them: doctors, teachers, social workers.
The Volsky district is home to 6,240 people with disabilities and 254 special children who need the attention and understanding of others.
On behalf of the head of the district, Natalya Shchirova presented letters of gratitude to the most active people with disabilities. In connection with the celebration of the International Day of Persons with Disabilities, gratitude was expressed to the administration of the VMR to the chairman of the Volsky branch of the All-Russian Society of Disabled People, Irina Tsoi, to the heads of primary organizations of the Society of Disabled People in microdistricts: Lyubov Seryaeva, Lyudmila Afanasyeva, Tatyana Gonchar, Tatyana Oladysheva, Marina Benkogenova, Sergei Zaitsev, Rida Stepanycheva, members of the board of the local branch of VOI Pavel Fileleev, Alexey Kononov.
The administration of the VMR expressed gratitude to the chairman of the local branch of the All-Russian Society of the Blind, Alexander Zernitsky, members of the Society of the Blind, Yuri Denisov, Andrey Ivanov, Viktor Gaiko, Olga Tatarkina, and Pavel Tanashev.
Letters of gratitude from the hands of Natalya Shchirova were received by Valentina Utkina, who was the chairman of the Volsky branch of the All-Russian Society of the Deaf for many years, and by members of the board of the local branch of VOG Oksana Sidorova, Maya Gerasimova, Natalya Kulikova, Galina Lukashova.
Pupils of the RiF school Maria Martynova, Danila Mogilevsky, Valeria Rysakova were awarded for their high performance in sports.
This year the concert was prepared not only by the city’s musical groups, but also with the participation of the heroes of the occasion themselves. Unfortunately, due to weather conditions, some speaking BOC members from remote locations were unable to attend. Author's songs were performed by Alexander and Tatyana Zernitsky, Olga Tatarkina and Vladimir Rudykh read their poems.
Musical gifts for those gathered were prepared by the choreographic ensemble "Paints" (Central Cultural Center "Rainbow"), the ensemble of wind instruments "Rondo" (Children's Art School No. 1), Daniil Reznichenko and soloists of the choreographic group "Constellation" (branch of the College of Arts), Irina Soboleva and the ensemble of folk instruments "Lel" (Children's Art School No. 1), sports dance group "Ridence" (Central Cultural Center "Raduga").
On December 4, 2018, a gala event dedicated to the International Day of Persons with Disabilities was held in Luzhniki. A festive event dedicated to the International Day of Persons with Disabilities took place at the Smolensk State Institute of Arts. The participants of the celebration were welcomed by Governor Alexey Ostrovsky.
Today, about 80 thousand citizens with disabilities live in the Smolensk region. Caring for them, assistance in matters of employment and social integration, and solving vital problems is one of the most important priorities of the Regional Administration. Persons with disabilities are provided with all social support measures defined by federal legislation. In addition to this, the regional authorities provide assistance from the regional budget - preferential travel documents for the right to travel by road on suburban routes and on intracity public transport. In addition, citizens in dire need are provided with material assistance and urgent social services in the form of free hot meals, clothing and shoes.
In addition to 158 basic support measures, comprehensive social service centers provide 73 additional services to persons with disabilities and elderly citizens. These include landscaping of local areas, work on personal plots, carpentry and plumbing work, transport services, “Social hairdressing salons” and “Social laundries”, Nursing services, etc.
In the region there is a Council on the Problems of Disabled People and Elderly Citizens, and the “Accessible Environment” subprogram is being implemented, which promotes the arrangement of socially significant facilities that are in regional state ownership for the needs of citizens with disabilities. Governor Alexey Ostrovsky identifies the development of inclusive education and the creation of comfortable conditions for the education of children with special needs in secondary schools as one of the most important priorities.
The focus of special attention is also on vocational guidance and employment of people with disabilities. Smolyan residents are active participants in the Abilympics Championships. Let us remind you that “Abilimpix” is an international non-profit movement aimed at creating a system of professional skills competitions for people with disabilities and disabilities. Among its main goals are to provide vocational guidance to persons with disabilities, increase their motivation to obtain vocational education, promote employment and sociocultural inclusion.
Following the results of the Fourth National Abilympics Championship, which was held at the end of November in Moscow, the regional treasury was replenished with new awards: the representative of the Smolensk Construction College Sergei Pechkin won a gold medal in the “Painting” competency, and Ruslan Shalin from the Smolensk Academy of Vocational Education became a silver medalist in the “Database Administration” competency.
Welcoming the guests of the holiday, the head of the region noted: “ Despite the existing difficulties and problems, people with disabilities demonstrate even brighter and more confidently their desire to live fully and richly, maintaining the joy of life, the ability to overcome adversity with self-esteem, and set others an example of willpower and fortitude. You are just such people. I will never cease to admire your outstanding successes at international, all-Russian, regional specialized creative festivals and sports competitions. Just a few months ago, together with Gennady Alekseevich ( Pechkarev, Chairman of the regional organization “All-Russian Society of Disabled Persons” ) opened an exhibition of arts and crafts by people with disabilities at the Tenishev Cultural and Exhibition Center. I was shocked by most of the works presented and was simply amazed how a person who has certain health difficulties can so talentedly create real masterpieces of art with his own hands» .
At the same time, Alexey Ostrovsky especially emphasized the importance of creating a barrier-free environment on the basis of preschool educational institutions. As an example of such work, the Governor cited the organization of the educational process with a focus on children with disabilities in the Ryabinka kindergarten in Dorogobuzh. « Last week, as part of a work trip, I visited a kindergarten in Dorogobuzh and was amazed at the conditions created in this preschool institution for children with disabilities and their parents. I gave the corresponding instructions to my subordinates - we will try to relay this positive example to the entire region.”
In continuation of the festive event, Metropolitan Isidor of Smolensk and Dorogobuzh also congratulated the participants of the celebration: “ This holiday is a holiday of strong-willed people. You may have limited health capabilities, but this certainly does not apply to your patriotism and civic position. You are not only capable of a feat, you accomplish it every day. Sincere gratitude to you for that and God’s help!”
In turn, the chairman of the regional organization “All-Russian Society of Disabled Persons” Gennady Pechkarev highly appreciated the assistance provided by the regional leadership: “I often have to visit other regions, and I want to say that such a merciful, in the good sense of the word, attitude on the part of the authorities towards people with disabilities as in the Smolensk region is not found anywhere else in the Central Federal District. We are supported not only at international events, we are supported every day. Let me express my sincere gratitude to the Regional Administration and personally to Governor Alexey Vladimirovich Ostrovsky for the attention paid to solving the problems of people with disabilities and for the assistance you provide us.”
Addressing those present in the hall, Gennady Pechkarev said: “ Support each other and help. This is our strength!”
On December 3, a solemn event dedicated to the International Day of Persons with Disabilities was held at the administration of the MR “Akhvakh district”. Heads of rural settlements, heads of departments and heads of institutions, disabled people living in rural settlements of the region were invited to the event.
The head of the district, Magomedzagid Muslimov, addressed the guests of the event with a welcoming speech. He noted that events of this kind are taking place today in all cities and regions of the republic and are aimed at once again attracting public attention to the problems of people with disabilities.
“Traditionally, on these days, events are held whose goal is to attract public attention to people who find themselves in difficult life situations, as well as to create conditions for the full participation of these people in the life of society, expanding their opportunities for obtaining knowledge and information through information and communication means, increasing their employment, and generally improving the lifestyle of these people.
This is an occasion to once again draw attention to the problems of people with disabilities living among us, as a reminder that we are obliged to help and be concerned about the fate of those who, for some reason, cannot do without constant support.
We express our readiness to help, understanding and sympathy for people of difficult fate, and again and again we are imbued with the thought of our duty to you. The state is doing everything possible to support you. The administration of the municipal district “Akhvakhsky district” also does not stand aside. Today 40 people have been invited here and will receive financial assistance. And such meetings with you will become traditional. Good health, faith in yourself and your future, concern for your family and friends, understanding and respect for others! May this day be bright and joyful, filled with smiles and good mood!” – noted Magomedzagid Muslimov.
The heads of the relevant services spoke in more detail about the work carried out to improve the lives of people with disabilities. Zuleymat Sheikhova, head of the Department of Social Protection of the Population in the Akhvakh District municipality, spoke about the social benefits provided for people with disabilities.
Marzhanat Zagalova, director of the State Budgetary Institution of the Republic of Dagestan "Center for Social Services of the Population", informed about the social assistance provided to disabled people by the Center for Social Services of the Population.
The provision of high-quality medical care to disabled people was emphasized in the speech of Khalisat Takiyeva, head of the Akhvakh district clinic. She also noted that on the Day of Disabled People, an Open Day was announced at the district clinic, all doctors were invited to attend, who will provide assistance and advice to disabled people.
The director of the MFC in the Akhvakh district, Parzulav Gadzhiev, focused on the services for people with disabilities provided through the MFC.
Muslim Muslimov, director of the State Public Institution of the Republic of Dagestan "Employment Center" in the MR "Akhvakh district" reported that in recent months it was possible to employ 8 disabled people.
Next, Magomedov Khaibula, Chairman of the Interdistrict Branch of the All-Russian Society of the Blind (VOS), spoke about the work of the branch, shared his plans for the future, and called on others to be kinder, more merciful, and more humane towards people who find themselves in difficult life situations. He offered his assistance in organizing and conducting Kindness and Mercy Lessons in schools in the district.
The head of the district, Magomedzagid Muslimov, thanked him for his active life position, proposed to create a Society for the Disabled in the district and elect Khaibulu Magomedov as its chairman. “The creation of the Society of Disabled People will help solve many problems that people are sometimes embarrassed to even voice. And the chairman of the company will be able to bring to the attention of the management and relevant authorities issues that require attention and solutions,” the head of the district emphasized. The head’s proposal was supported unanimously.
Deputy Head of Administration Geray Chanakaev addressed the disabled people with warm words of greeting. He wished him health, long life, good spirits.
