Ministry of Health of the Russian Federation (Ministry of Health of Russia). Minister of Health Veronika Skvortsova: biography and family Ministry of Health and Medical Industry of the Russian Federation

The Ministry of Health of the Russian Federation was liquidated on March 9, 2004 as a result of the Decree of V.V. Putin No. 314, and instead, according to the same document, the Ministry of Health and Social Development of the Russian Federation was created. Then the structure was again modernized into the Ministry of Health of the Russian Federation (2012), which since then has been carrying out all orders and work in the healthcare system.

What is the Ministry of Health of the Russian Federation?

The following institutions are subordinate to the Ministry of Health:

National organization for the control of consumer rights protection (otherwise - Rospotrebnadzor).

State organization for the supervision of health care and social development of our country (otherwise - Roszdravnadzor).

State institution for labor and employment (otherwise - Rostrud).

Russian Medical Biological Agency (FMBA of Russia).

Controlled areas of activity of the Ministry

The Ministry of Health is, first of all, a public structure of executive power that performs the tasks of observing the political activities of the state and legal regulation in such areas as:

  • health care and social development, the labor sphere and the protection of people's rights, including the prevention of various diseases (infectious, viral and AIDS), the provision of assistance, checking the quality, effectiveness and safety of medicines, maintaining sanitary order;
  • social protection of citizens;
  • demographic policy;
  • other areas, according to existing legislation.

The Ministry of Health coordinates and checks the activities of state services and institutions that are subordinate to it, plus it controls the labor practices of the Pension Fund of the Russian Federation, the Social Insurance Fund of Russia, and the State Compulsory Medical Insurance Fund.

At the head of this colossal system is the Minister of Health of Russia.

Head of the Ministry of Health of the Russian Federation

At the moment, the Minister of Health of Russia, whose surname, name, and patronymic, perhaps, are known to the entire mature population, is Skvortsova Veronika Igorevna.

Veronika Igorevna Skvortsova is an official of the Russian Federation. She has held the post of Minister since 2012.

By education, the current Minister of Health of Russia is a neurologist and neurophysiologist. She is a member of the Russian Academy of Medical Sciences. Skvortsova V.I. is a doctor of medical sciences and a professor.

Skvortsova grew up in a dynasty of doctors, she is a fifth generation physician! She graduated from high school with excellent marks and received a gold medal. She studied at the Moscow Medical Institute (pediatric faculty), which she also graduated with honors. After completing residency and postgraduate studies, she defended her PhD and got a job as a laboratory assistant at the department, where she climbed the career ladder to associate professor. Then she received the title of doctor of science and professor. In 1999, she made a direct contribution to the organization of the National Stroke Association.

She was appointed Minister of Health on May 21, 2012.

The Minister of Health (the name Skvortsova has recently been increasingly heard in the media) has written a little more than four hundred scientific papers. Skvortsova is also one of the members of the commission of the European Federation of Neurological Associations. Veronika Igorevna is the Deputy Chairman of the All-Russian Community of Neurologists and represents NABI in the International Stroke Organization.

The Minister of Health was awarded the 11th place in the list of "one hundred most influential women in Russia" in the Ogonyok publishing house, an issue with such data was published in 2014.

Skvortsova is an ardent opponent of abortion. She considers this procedure murder. She herself is married and is the mother of a beautiful daughter.

In 2008, Veronika Igorevna was awarded the Order of Honor. She is also a laureate of the Nikolai Ivanovich Pirogov Prize of the Russian Medical State University and the owner of the Moscow City Administration Prize for her contribution to medicine.

During her work in this position, she aroused sympathy for herself due to the fact that she actively began the fight against the "secret affairs" of her predecessor. But later, according to ongoing monitoring, it turned out that she might also be involved in some fraud. This is evidenced by the fact that a huge amount of new equipment has been allocated to medical institutions, which is in vain in warehouses and is not sold in any way. Skvortsova simply avoids questions about such negligence.

Key powers for which the Minister of Health is responsible

The powers of the minister are as follows:

Submit draft laws related to the medical structure to the Government of the Russian Federation;

Personally accept the necessary legal documentation in areas of activity consistent with the Constitution and legislation of the Russian Federation;

Organize the supply of medicines and technical medical equipment;

Who replaces Skvortsova Veronika Igorevna?

The Deputy Minister of Health of Russia today is Yakovleva Tatyana Vladimirovna. A pediatrician by education, she climbed the career ladder from a simple nurse in a district clinic to the head physician of the Teykovskaya hospital, then to a State Duma deputy. Yakovleva is a doctor of medical sciences, professor, honored doctor of the Russian Federation, author of 60 research papers and the owner of 6 scientific patents. Yakovleva has awards from the head of the country: medals, an order and thanks.

Yakovleva Tatyana Vladimirovna was appointed to the post of Deputy Minister of Health on May 18, 2012.

The predecessor of Skvortsova V.I.

Golikova Tatyana Alekseevna served as Minister of Health and Social Development of Russia from 2007 to 2012, until the split of this department into two, which were subsequently headed by her deputies Skvortsova V.I. and Tolipin M.A.

The former Minister of Health of Russia is considered the most charming and feminine official in our country.

The founders of the health care system of the Russian Federation

The predecessor of such an important state branch of the development of executive power was the Public Health Administration of the Russian State, which since 1916 was headed by Georgy Ermolaevich Rein. A year after he was dismissed from his post, the Assembly of People's Commissars for Health of the RSFSR appeared, headed by Semashko Nikolay Alexandrovich in 1918. The committee existed until 1946, 7 more leaders were replaced after Semashko.

Then this structure will be transformed into the Ministry of Health of the RSFSR with the authorities represented by the Minister of Medical Industry of the USSR Andrei Fedorovich Tretyakov.

Then there is a differentiation of the institution into the Ministry of Health and Social Security of the RSFSR, then back with the previous name and powers, and after the renaming of the RSFSR into the Russian Federation (by the decision of the Supreme Council) - the Ministry of Social Protection of the Population of the Russian Federation.

In 1994, the Ministry of Health and Medical Industry of the Russian Federation was already organized. And the first Minister of Health of Russia is Nechaev Eduard Aleksandrovich.

To date, this structure has already undergone 4 reformations, which are focused on improving medical structures and improving the quality of public services.

Veronika Igorevna Skvortsova is a Russian statesman who has been the Minister of Health of the Russian Federation since 2012. The politician is a highly qualified specialist in the field of neurology and neurophysiology. Received the degree of doctor of medical sciences.

Veronika Skvortsova was born in the family of Professor of the Second Moscow Medical Institute and the Russian State Medical University, Doctor of Medical Sciences Igor Arnoldovich Skvortsov. Since later Veronica also became a medical worker, the woman became a doctor already in the fifth generation. The fact is that her great-grandfathers were also engaged in medicine, and her great-grandmother became one of the first graduates of the medical faculty of the Higher Women's Courses.

At school, Veronika Skvortsova was an excellent student, therefore, along with a matriculation certificate in 1977, she received a gold medal. Then the girl becomes a student of the pediatric faculty of the Second Moscow Medical Institute. Already in the third year, the first scientific publications of the student appeared, so it was clear that Skvortsova would continue the family's success in the scientific field.

The novice doctor underwent clinical residency at the Department of Nervous Diseases of the Russian National Research Medical University named after. In the same place, Veronika Skvortsova completed her postgraduate studies in 1988 and defended her PhD thesis.

Having worked for only a year as a senior laboratory assistant at the Department of Nervous Diseases, Skvortsova gained enough experience to head one of the first neuroreanimation services in Russia at the First City Hospital of Moscow.

In the early 90s, a woman defended her doctoral dissertation on the topic “Clinical and neurophysiological monitoring, metabolic therapy in the acute period of ischemic stroke”, became a doctor of science and headed the department of nervous diseases that became her own. A few years later, Veronika Igorevna was awarded the title of professor. At that time, Skvortsova was not even 40 years old. During this period, the political biography of the physician began.

Policy

The successes of Veronika Skvortsova did not pass by high-ranking people. At that time, she worked as the Minister of Health and Social Development of the Russian Federation, on the initiative of which Skvortsova was appointed Deputy Minister in 2008. Veronika Igorevna supervised the development of the laws "On the Fundamentals of Protecting the Health of Citizens of the Russian Federation" and "On Biomedical Technologies", and also participated in the implementation of the national project "Health".

In 2012, he again becomes the president of Russia. The president removes Tatyana Golikova from her post as minister and divides the existing department into two separate parts. Since May 21, 2012, the Ministry of Health, which has become independent, has been headed by Veronika Skvortsova. The press accepted the appointment of Veronika Skvortsova with enthusiasm: a politician with a specialized education in such a serious position immediately received an advance of confidence.

From the first day, the new minister began to carry out reforms in health care. An anti-tobacco law was approved, the principles and terms of medical examinations of workers were changed, commercials were created to motivate people to go in for sports and lead a healthy lifestyle. Veronika Igorevna supported the initiative to recertify the teaching staff of medical universities and change the curriculum for students.

The First Lady of Healthcare has written four hundred articles and scientific papers on medical topics, patented seven medicinal products, acts as a scientific consultant to the oldest Russian medical publication, the Journal of Neurology and Psychiatry named after S. S. Korsakov, and is the editor-in-chief of the Russian version of the Stroke magazine.

At the same time, Veronika Skvortsova is far from being only a theoretician. More than once the doctor had to apply the acquired knowledge directly during the meeting of state authorities. Veronika Skvortsova at various times helped save the lives of employees of the Federal Security Service and the Administration of the President of the Russian Federation. When one had a pre-stroke condition, and the second lost consciousness, the minister provided first aid to the victims.

Also on September 20, 2016, on board the Moscow - New York flight, a doctor who lost consciousness. Noticing the signs of a stroke, Skvortsova managed to stabilize the woman's condition and bring her out of an unconscious state.

It is worth adding that the Minister of Health is an opponent of abortion, which the politician has repeatedly stated in publications and television interviews. Veronika Igorevna supports the initiative of financial support for young mothers, but at the same time emphasizes the importance of creating a "moral aura" in this matter.

Veronika Skvortsova is sure that already in adolescence, every girl should be aware that abortion is murder. However, Skvortsova does not consider it expedient to ban abortions by law, as it was at one time under the Soviet Union, since this would entail clandestine termination of pregnancy, which is dangerous for the health and even life of women.

Veronika Skvortsova is one of the "100 most influential women in Russia" in the list of the Ogonyok magazine, and is also called the most influential person among the subjects of the Russian pharmaceutical market.

In December 2016, the country's chief medical officer made an incredible statement. According to Veronika Igorevna, Russian doctors have reached the final stage of developing and testing a cure for cancer. Tests of the first Russian anti-cancer agent at that time had already reached the second stage. The new tool showed a stable effect on the removal of metastatic melanomas.

The minister also reminded fellow citizens that Russia is among the leading countries in the creation of targeted drugs that fight specific manifestations of cancer. No less good news reported by the politician was the statistics for 2016, which showed that mortality rates, especially for children, from this disease have decreased significantly.

In addition, the minister is working to establish feedback with the residents of the country. The official website of the Ministry, where you can write a complaint or an appeal, has been functioning since 2007, but in parallel with this, under the leadership of Veronika Igorevna, the pages of the Ministry in microblogs and social networks began to work. The Minister calls the accounts on these platforms important channels of information, and the very communication with the citizens who have applied and the processing of complaints received is one of the main tasks of the Ministry.

Personal life

Health Minister Veronika Skvortsova is happily married to Givi Guramovich Nadareishvili, Associate Professor at the Department of Transport Gas Turbine Engines at MAMI University. Skvortsova's husband is also engaged in business activities in the field of management consulting and is the head of the Scientific and Technical Center for SMEs, which has become a leader in the Russian market for the creation of exhaust systems and neutralization of exhaust gases.

A married couple cannot boast of a large family and an abundance of children. Veronika Skvortsova and her husband have an only son, Georgy Nadareishvili, who was born in 1986. Georgy, like his mother before, graduated from school with a gold medal, entered a medical university and today holds the position of an assistant at the Department of Fundamental and Clinical Neurology and Neurosurgery of the N. I. Pirogov Russian National Research Medical University. Georgy Givievich became a doctor already in the sixth generation.

Veronika Skvortsova now

In October 2017, Dr. Tedros, WHO Director-General, founded the WHO High-Level Independent Commission on Noncommunicable Diseases, and already in February 2018, the press reported that Veronika Skvortsova had become the co-chair of this commission.

This position of the minister was ensured by the leadership position of the country in the field of prevention and control of relevant diseases. The main task of this meeting will be to prepare a report for the thematic meeting, which will be held by the UN General Assembly.

Minister of Health Veronika Skvortsova

Nevertheless, despite the international recognition of the works of Veronika Skvortsova, rumors circulated in the Russian press about the planned resignation of the first lady of healthcare. Experts attribute these rumors to the fact that a number of complaints have accumulated about the work of the politician, and especially about the recent reform, which began the optimization of medical institutions. Both opinion leaders and average citizens complain that there are more and more doctors every year, which is why the quality of both diagnostics and treatment inevitably falls.

In addition, the sanctions scandal, which resulted in a ban on the import of a number of medicines into Russia, also undermined faith in the minister’s decisions. In April 2018, Veronika Igorevna promised that there would be no complete ban on the import of foreign medical supplies, at least until the moment when Russia launches its own production of similar drugs. But the tension on this issue in society remained.

On March 18, 2018, Vladimir Putin won. Immediately after taking office, Putin again offered the post of prime minister to Dmitry Medvedev. May 18 was announced to reporters. Skvortsova, contrary to forecasts, retained the post of Minister of Health of the Russian Federation.

Awards

  • 2008 - cavalier lady of the Order of Honor
  • 2016 - Cavalier Lady of the Order of St. Euphrosyne Grand Duchess of Moscow, second degree
  • 2017 - Laureate of the all-Russian public award "Shield and Rose"
Veronika Igorevna Skvortsova is not a new person in the leadership of the Ministry of Health - since 2007 she has worked as Deputy Minister of Health and Social Development Tatyana Golikova, being the only doctor among the Deputy Ministers. Therefore, formally, she shares responsibility for everything that happened to medicine in these difficult years for the industry. The first question that arose in everyone was whether she would pursue a “new policy” or continue the reforms that the medical community and patients groaned from. At the time of Golikova, it was rumored that Veronika Igorevna did not participate in the adoption of "revolutionary" decisions that changed the healthcare landscape beyond recognition. If so, it is possible to start from a blank sheet. I really want to believe in it. If not, well, then no.

Something in the established structure of the Government suggests that the second scenario is quite realistic. Tatyana Golikova, as Assistant to the President of the country, may well influence the policy of the Ministry of Health. A new person in the government itself - Social Deputy Prime Minister Olga Golodets, according to reports, also has her own view on the development of medicine and can greatly influence the decisions of the Minister.

It is not yet clear how Veronika Skvortsova will interact with public professional organizations. Everyone knows that in recent years the leadership of the department has not noticed any of the independent experts, pursuing an aggressive policy aimed at marginalizing the professional community. Perhaps this is the only thing that turned out very well for the agency that has sunk into oblivion. On the other hand, it is impossible to do anything in healthcare without the support of specialists.

Now - an additional difficulty - two technological medical lines are increasingly colliding - the old, professional, based on the idea of a doctor - a class specialist. Hence the conclusion: we need more good doctors, centers, specialties, expensive equipment. This path is actually a dead end, ultimately leading to piecemeal medical care: the masses of the people, with their daily worries and problems, cannot reach such high-tech help. But it is precisely this path that the director and rector corps mourns. And you will defend it to the last bullet.

The second way is an information and communication model - mass health care, including responsible self-treatment, the development of a paramedic service - specialists who combine their main work in the villages with first aid. Or working as numerous assistants to doctors. The scope of such assistance can be - with modern Internet technologies - significantly expanded. A paramedic in remote areas should become a kind of remote “hands” of a coordinating doctor.

All this must be taken into account by the new minister, who, as doctors still hope, will have to create a concept for the development of the industry. What we have heard so far has been directed towards the privatization and commercialization of medicine. Will this disastrous course continue? Dont clear.

Doctors have no illusions about the sewerage of cash flows. Unfortunately, it is already obvious to everyone today that the huge funds raised under the “modernization” program through a multiple increase in the tax on compulsory health insurance are not spent at all on a real improvement in the availability of health care. Well, you can’t recognize the new asphalt in hospital yards, the curb and paving slabs as an improvement. Of course, no one objects to embellishment - aesthetics is a good thing. But! There is no money for medicines for children. Not enough anticancer drugs. Salaries for multi-shift, soon almost continuous work among physicians are beggarly. So what's with the paving slabs?

In general, to the question - who are you, Madame Skvortsova? – there is no definite answer yet. While there are immediate potencies, the implementation of which will depend on the further development of events. Who will be the deputies of the minister is an important question, since the deputies used to determine the vector of development. In the last composition, the management regime was absolutely authoritarian, the deputies did not play a role and did not have a word. Therefore, it is necessary to see how events will develop within 1-2 weeks. How they sit - right or wrong.
