How can I receive compensation for purchased rehabilitation products?

When purchasing a product, be sure to inform the seller of the retail outlet or the manager of the online store “Kladovaya Zdorovya” that you plan to receive compensation - you will be provided with the necessary set of documents for the product.

After purchasing the goods, you must fill out an application in the prescribed form at the local FSS office (MFC) and provide a set of documents.

Documents required to receive compensation

Individual rehabilitation program

The right to receive compensation for self-purchased rehabilitation equipment is granted to people with disabilities. It is necessary to provide an individual rehabilitation program (IRP), in which an entry is made with the name TSR. Compensation is provided for those TSR that are included in the federal list of funds subject to compensation (defined by Order of the Government of the Russian Federation dated December 30, 2005 N 2347-r. A detailed classification of TSR subject to compensation is given in Order of the Ministry of Labor of Russia dated May 24, 2013 N 214n).

Product documents

To receive compensation, you must provide the following documents for the purchased product:

  • when purchasing goods in St. Petersburg, you will be provided with a sales receipt and a certificate stating that the “Health Pantry” in St. Petersburg operates under a simplified taxation system;
  • when purchasing TSR in the retail salon “Kladovaya Zdorovya” in the regions, you will receive a commodity and cash receipts on the product;
  • a copy of the certificate of conformity for the purchased TSR, a copy registration certificate per product group;
  • When purchasing a product from the Health Pantry online store with delivery to the regions by mail or courier, you will receive a set of documents along with the product. The set of documents includes: a certificate for the product group, a sales receipt and a notice that we work without cash registers. Documents must be submitted to the local FSS office (MFC).

Personal documents

When submitting an application for compensation, you must provide the following personal documents:

  • identification document (passport);
  • insurance certificate of compulsory pension insurance (SNILS);
  • savings book;
  • if the application is submitted by a person representing the interests of a disabled person, then it is necessary to provide an identification document of the representative and a document confirming his authority;
  • If compensation is issued for TSR for a child, then it is necessary to provide a birth certificate and a parent’s passport.

Compensation amount

The legislation defines the maximum amounts of compensation for each category. The size is determined on the basis of competitive purchase prices for each type of TSR. Thus, when purchasing a product for less maximum amount, established by law, 100% of the price is reimbursed. If the product is more expensive than the amount established by law, then its cost will be partially compensated. The amount of compensation can be clarified in advance at the local FSS office. Prices for rehabilitation products in the Health Pantry salons are quite affordable - this allows in many cases to fully reimburse costs.

The decision to pay compensation is made by the local branch of the Social Insurance Fund in 30 day period.

Cash are transferred by postal order or transfer to a bank account within a month after a positive decision on payment of compensation is made.

Disabled people of all categories have the right to receive the necessary rehabilitation technical means free of charge. Indeed, in accordance with the law currently in force in Russia, entire categories of funds are allocated for rehabilitation. However, many people prefer to choose and purchase equipment for rehabilitation on their own. And even in such circumstances, you can receive compensation in the form of money. The legislation establishes for each type specific compensation for independently acquired equipment.

What compensation is provided?

For products whose amount is less than that established by law, you will be given a 100% reimbursement of expenses. However, if you were unable to find technical equipment of a specific category for the money specified by law, you will not be reimbursed for all losses - you, as in the first case, will receive the amount corresponding to the TSR category.

Among these means:

  • tactile and support canes, supports, crutches and handrails, the cost of which ranges from 300 to 23,000 rubles;
  • wheelchairs – 15-125 thousand rubles; prostheses - within 18-500 thousand rubles; specialized orthopedic shoes – 3000-7000 rubles;
  • anti-decubitus mattresses with pillows, which cost 700-10,000 rubles; devices for controlling objects, vision, voice and hearing - from 4 to 400 thousand rubles; guide dogs (10 thousand rubles);
  • special clothing, devices for impaired excretory functions – 10-560 rubles; sanitary-equipped chairs (the amount of TSR compensation in this category alternates with the cost of wheelchairs).

Procedure for receiving payments

By order dated January 31, 2011, the Ministry of Health and Social Development of Russia approved a system of actions, followed by the payment of compensation for self-acquired TMS. Following the purchase of the devices you need, if you want to return the money spent, by law you must provide specific documents to the branches of the regional branches of the Russian Social Insurance Fund or authorized representatives. Namely:

  • Receipts and checks confirming expenses.
  • Passport details of the purchased product.
  • Certificate of conformity confirmed by a blue seal.
  • Application for reimbursement of expenses in connection with the purchase of a technical rehabilitation product.
  • Passport and birth certificate when preparing documents for a child.
  • Certificate of disability.
  • Insurance certificate of compulsory pension insurance.
  • YPRES.
  • Savings book.

Documents do not have to be submitted in person. In order for compensation for acquired TSR to be received by a third party, it is enough to acquire documents that confirm these powers and the fact that this or that person represents the interests of a disabled person.

Document preparation procedure

Within a month from the day the FSS gives a positive answer to your request for “Compensation for TSR”, money will be transferred to your personal bank account or postal address to cover the costs of rehabilitation technical devices. During this time, the authorized body must hold a tender or auction, and it can also send a request for quotations to the place of residence of a disabled person in order, for example, to determine the amount of compensation for TSR in Moscow. Otherwise, he will apply for the results of the previous order.

If necessary, the FSS of the Russian Federation is able to provide the disabled person with this information on digital or paper media. But it must be published on the relevant Internet sites in accordance with Federal Law (Article 111).

It is also important to consider

The amount of compensation for independently purchased TSR may depend on the conclusion of a personal rehabilitation program, the actual cost of the required product or service (established by the above-mentioned request, competition or auction) and on the receipt indicating the amount of resources spent. In fact, the paid TSR compensation in 2017 is equivalent to a purchase necessary for a disabled person devices.

conclusions

On forums you can often encounter such a common problem as, for example, compensation for self-purchased TSR - Moscow - turned out to be less than in the suburbs. In fact, the amount of compensation in both precedents is the same, just in the capital and other major cities prices for goods and services are higher. In turn, someone writes that compensation for TSR in Moscow in 2017 is less than in 2015. It all depends on what year you made the purchase. Don't forget that prices are constantly rising.

That’s why it’s so important to apply immediately and try not to purchase necessary equipment at the end of the year. Although, of course, often the time of purchase cannot be postponed and considerable amounts have to be sacrificed. But even partial compensation can help a disabled person, which is favored by the laws of the Russian Federation.
