Hello! We were sent to the Rodina sanatorium in Crimea in Yalta, Gaspar on July 14 with a child disabled by autism. They sent me to the respiratory organs, the first week everything was fine, only the nutrition was a little bad. Cats started coming and marking rooms and balconies! There are also cockroaches and rats running around there. There were 4 shifts in the building that handed out room keys, and one of the shifts started yelling at my son and spent the whole day clinging to my autistic son! Then we went outside and saw that this woman was fiddling with kittens on the street and my son went to the kittens and wanted to pet them, just like this worker! To which she grabbed his hand and started yelling at him wildly! Why did I make a scandal? The women who vacationed there were also shocked and said that this was not the first time this woman spoke badly about children! December 3, 2018 Refusal notice No. 10830 arrived. In this regard, we were forced to submit repeated applications, but to other sanatoriums (Volga Military Sanatorium, Svetlogorsk Military Sanatorium). And since the waiting period for a response a month later was negative, time was lost.
The above mentioned sanatoriums also refuse to provide vouchers during the summer months.

In accordance with paragraph 60 of the Industry Agreement between the Trade Union of the Armed Forces of Russia and the Ministry of Defense of the Russian Federation for 2017-2019, the Ministry of Defense ensures the allocation to civilian personnel, including exempt trade union workers elected (delegated) to elective bodies, as well as to persons working in them, 5 percent of vouchers to military sanatoriums and rest homes of the Ministry of Defense from their total number with payment of 30 percent of the cost, and for civilian personnel of federal government unitary enterprises- with payment for vouchers at their cost.

By the agreement on the extension for 2017–2019 of the Industry Agreement between the Civilian Trade Union of the Armed Forces of Russia and the Ministry of Defense of the Russian Federation for 2014–2016 and amendments to it, changes were made to paragraph 60 of the said agreement, excluding the norm for providing sanatorium and resort vouchers to civilian personnel federal state unitary enterprises by their value.

Taking into account the above, including the position of the Legal Department of the Russian Ministry of Defense, vouchers for sanatorium and resort treatment to civilian personnel of federal state unitary enterprises are provided with payment of 30 percent of their cost.

Providing vouchers for children of civilian personnel of the RF Armed Forces to children's sanatorium and resort organizations of the Russian Ministry of Defense

Response from the State Medical Institution of the Russian Defense Ministry: “Sanatorium-resort treatment for children of civilian personnel of the RF Armed Forces under 18 years of age will be provided subject to availability medical indications and the absence of contraindications to sanatorium-resort treatment, with the provision of vouchers to children's sanatorium-resort organizations of the Russian Ministry of Defense at a commercial cost and for parents - civilian personnel of the RF Armed Forces accompanying the children, with payment for sanatorium-resort treatment of 30 percent of the total cost of the voucher.”

The procedure for accepting applications for sanatorium and resort treatment in 2016.

Please note that in accordance with the order of the Head of the Main Medical Directorate of the Ministry of Defense of the Russian Federation No. 161/2/3/937 dated November 09, 2015, new application forms for obtaining a voucher and an application for refusing a voucher have been introduced. The application for a voucher must be accompanied by a certificate for obtaining a voucher (form 070/у), issued at a medical institution and filled out with the requirements of Order of the Ministry of Health and Social Development of the Russian Federation of December 15, 2014 No. 834n. Without a certificate for obtaining a voucher, issuing notifications for receiving sanatorium and resort vouchers is impossible.

IN in electronic format a scanned application for obtaining a voucher (download the application form) and a certificate for obtaining a voucher (download the certificate form) must be sent to the trade union organization at the place of work, if there is no such organization, then to the territorial trade union organization.

Rules for accepting and considering applications in the form electronic document, as well as applications in writing, are carried out in accordance with the procedure for considering citizens' appeals established by the legislation of the Russian Federation (within a period of no more than 30 days). The cost of a sanatorium-resort voucher includes: accommodation in a room of the category specified in the Notification of the voucher, meals and sanatorium-resort treatment for the underlying disease.

In accordance with the requirements of the Order of the Ministry of Defense of the Russian Federation dated March 15, 2011 No. 333 “On the procedure for sanatorium and resort provision in the Armed Forces of the Russian Federation,” registration at the sanatorium is carried out strictly within the deadlines specified in the Notification; rescheduling of the voucher is not provided. From January 1, 2016 the sanatorium establishes a single check-out time - 10-00 (accordingly, the duration of the voucher begins at 10-00 a.m. on the day of arrival and ends at 10-00 a.m. on the day following the last day specified in the voucher). Early check-in or late check-out are subject to additional charges! Payment for the voucher is made in cash at the reception desk.

Acceptance of citizens of all categories arriving for sanatorium-resort treatment is carried out only if they have original documents (see below). The absence of at least one of the listed documents entails a justified refusal of admission to the sanatorium! In such cases, you can be registered at a sanatorium at a commercial cost for 2-3 days in order to submit the missing documents to the sanatorium with a subsequent recalculation of the cost of the tour at a reduced price!

New procedure for issuing health resort vouchers (notifications)
From April 15, 2011, in accordance with the instructions of the head of the Department for Sanatorium and Resort Provision of the Ministry of Defense of the Russian Federation (hereinafter referred to as the Department), the procedure for providing civilian personnel of the Russian Armed Forces with sanatorium and resort vouchers has changed. The duration of the vouchers has changed to 18 days.

The referral of citizens entitled to sanatorium and resort provision through the Russian Ministry of Defense on preferential terms (civilian personnel) to sanatorium and resort institutions of the Ministry of Defense of the Russian Federation is carried out by decision of the Department on the basis of a written application (hereinafter referred to as the Application) (form attached).

Statement sent to the Department or directly to the sanatorium-resort institution no later than sixty calendar days before the planned day of arrival at the corresponding sanatorium-resort institution.

Attached to the Application reference to get a trip to form No. 070/у-04, approved by order of the Ministry of Health and Social Development of the Russian Federation dated November 22, 2004 No. 256 “On the procedure medical selection and referral of patients for sanatorium-resort treatment”, issued in medical institutions.

Application registered with the Department (sanatorium-resort institution) is being considered within 30 days in accordance with Federal law dated May 2, 2006 No. 59-FZ “On the procedure for considering appeals from citizens of the Russian Federation » .

Based on the Application and in accordance with the approved plan for the distribution of vouchers (5%), the Department sends the applicant a notification about the provision of a voucher to a sanatorium-resort institution (hereinafter referred to as the Notification).
Along with the Notification, civilian personnel of the Russian Armed Forces submit the following documents to the sanatorium:

Passport;

A certificate from the place of employment confirming their work in a military administration body, military unit, institution (organization) of the Armed Forces, indicating the source of funding for labor costs (from the federal budget allocated to the Ministry of Defense, or the income of institutions (organizations) of the Armed Forces received from entrepreneurial and other income-generating activities);

Sanatorium-resort card in form No. 072/u-04, approved by order of the Ministry of Health and Social Development of the Russian Federation dated November 22, 2004 No. 256 “On the procedure for medical selection and referral of patients for sanatorium-resort treatment” or a certificate of health for direction to a recreation center;

Compulsory health insurance policy.
