How much will the size of the EDV increase?

The monthly cash payment will be indexed by 2.5%. This is the largest social payment in Russia. Currently, the Pension Fund pays out more than 15.4 million federal beneficiaries.

The total costs for the payment of all types of EDV, taking into account indexation, are planned in the budget of the Russian Pension Fund in the amount of 450.6 billion rubles.

Who is eligible to receive EDV?

Monthly cash payments can be received by:

Veterans;

Disabled people, including disabled children;

Former minor prisoners of fascism;

Persons exposed to radiation due to radiation accidents and nuclear tests;

Awarded the title of Hero Soviet Union, Hero Russian Federation or a holder of the Order of Glory of three degrees (full holder of the Order of Glory);

Where to go to apply for EDV?

How to get EDV?

Payment procedure

EDV payments are assigned monthly to all beneficiaries. The monthly payment is delivered to recipients for each calendar month lived after completing all documents and submitting an application.

  • Anyone at any convenient time can change the type of payment received and the reason to something more beneficial for him at the moment;

There are other reasons and possibilities for funding changes or termination, but most often they are more individual in nature.

Estimated amount of EDV

The amount of the required EDV is determined by federal legislation and is subject to changes and recalculation. The amount of the cash payment is subject to indexation simultaneously with the appearance of the act on increasing social payments, and the amount of the monthly benefit is indexed. Increasing EDV occur mainly due to the growth of such factors as the cost of living, prices for public utilities etc.

What is EDV

A new subsidy in the Russian Federation arose with the adoption of federal law dated August 22, 2004 N 122-FZ. Its essence was to give a citizen who has the right to a benefit the opportunity to choose: to receive subsidies in cash or in another format (for example, residents rural areas would be of no use free pass).

A single payment is formed from the federal budget and does not depend on the actual establishment pension provision. For each category of federal beneficiaries, the amount of payments in the corresponding year is established by the Government of the Russian Federation. Each region has the right to expand the list of preferential categories; in this case, payments to regional beneficiaries are made from the budgets of the constituent entities of the Russian Federation.

The payment procedure is regulated by federal, regional and local legislation. There is no single federal law on EDV in Russia; the regulatory framework is formed from the following legislative acts:

    Federal Law No. 5-FZ of January 12, 1995, applicable to separate groups veterans;

    Federal Law No. 181-FZ of November 24, 1995, used for persons who have a confirmed disability status;

    Law of the Russian Federation No. 1244-1 of May 15, 1991, applied to citizens injured as a result of the accident at the Chernobyl Nuclear Power Plant (Chernobyl Nuclear Power Plant);

    Federal Law No. 2-FZ of January 10, 2002, used for persons who were injured during testing at the Semipalatinsk test site;

    Federal Law No. 175-FZ of November 26, 1998, applied to citizens who participated in the liquidation of the consequences of the accident that occurred at the Mayak production association, and to persons exposed to radiation due to the discharge of radioactive components into the Techa River.

    Federal Law No. 5-FZ of 01/09/1997 and RF Law No. 4301 of 01/15/1993, used for persons who received certain state awards or were noted for special services to their homeland.

Who is entitled to

Monthly cash payments are provided to the following categories of citizens of the Russian Federation:

    veterans of the Great Patriotic War or other hostilities;

    disabled people, including disabled children;

    former prisoners fascism, who were minors during the German occupation;

    persons who were exposed to radiation during accidents, became victims of man-made disasters or the result of tests of nuclear, atomic and chemical weapons (they are called disabled Chernobyl survivors), and workers who were involved in eliminating the consequences of the accident at the Chernobyl nuclear power plant, on the Techa River and the Mayak production association ";

    citizens awarded the title of Hero of the USSR or the Russian Federation or Knight of the Order of Glory of three degrees;

    members of the families of deceased citizens who received the title of Hero or full holder of the Order of Glory.   • persons awarded the badge “Resident of besieged Leningrad”.
  • Conditions for assigning EDV in 2018

    The establishment of the monthly allowance for beneficiaries in 2018 is carried out on one basis. If a citizen has the right to receive payment on several grounds, limited by one law, then he will be provided with payment on the basis with a larger amount. If you have the right to EDV on the basis of several laws or other legal acts, a citizen can count on one annual payment from the list (you can choose which one).

    Exceptions are citizens who have the right to receive payments based on the laws:

      No. 1244-1 "O social protection citizens who were exposed to radiation as a result of the accident that occurred on the territory of the Chernobyl nuclear power plant";

      No. 4301-1 “On the status of heroes of the Soviet Union, Heroes of the Russian Federation, and full holders of the Order of Glory”;

      No. 5-FZ “On the provision of social guarantees to Heroes of socialist labor, Heroes of Labor of the Russian Federation and full holders of the Order of Labor Glory.”

    They may establish payment at the same time and on another basis.

    For combat veterans

    The list of categories of persons with the status of “combat veteran” is given in Article 3 of the federal law “On Veterans”. These include not only WWII veterans, but also citizens who performed combat missions on the territory of the USSR, the Russian Federation and other states in different time, For example:

      those who worked in Afghanistan during active hostilities;

      involved in the process of demining the territories of the USSR and neighboring countries in the post-war years (1945-1951);

      who performed tasks in the context of the armed conflict in the Chechen Republic and adjacent territories (1994-1996), etc.

    EDV for combat veterans in 2018 can be obtained by contacting the territorial branch of the Pension Fund of the Russian Federation located at the place of registration and presenting the following documents:

      identity card - passport;

      a certificate confirming the status of a combat veteran;

      certificate of registration at the place of residence.

    An application for receiving EDV can be submitted to the Pension Fund through the organization’s website or written in person. It is reviewed by employees for 10 days, after which a response is received confirming the right to receive or refuse with the reasons for making such a decision. If a military pensioner does not agree with the decision of the territorial body, then he can appeal the decision to the Pension Fund.

    For disabled people

    People with disabilities provide a choice: whether to receive EDV for disabled people in 2018 in cash or in the form in-kind assistance. The decision can be changed upon re-application. Additionally, disabled people of groups 2 and 3 are offered the following subsidies:

      social package;

      paid travel to the sanatorium where the course is held spa therapy;

      100% free city telephony;

    The beneficiary has the right to refuse any preference, then a certain amount will be charged for each of them. The following amounts are allocated for sanitary and medicinal services:

      RUR 742.49 for the purchase medical supplies;

      RUB 105.77 – payment for travel to the place of treatment or recreation;

      RUB 114.07 – payment for a trip to a sanatorium.

    A disabled person can exercise the right to receive EDV immediately after assigning a group. To receive payment, you must submit an application along with copies of documents:

      passport of the citizen applying for payment. Birth certificate of a child who has received a disability, if he is under 14 years old, and compensation is issued to him;

      an extract confirming that the applicant has a group;

      a passport and power of attorney to transfer documents to a representative if a disabled person is unable to attend a personal reception at the pension fund;

    Payment of benefits is made from the date of submission of the application. The standard review period is 10 days. If a positive decision is made, then an account is opened for the applicant or his official (or the money is transferred to an existing pension account). Otherwise, fund employees must notify the refusal within 5 days from the date of the decision.

    Residents of besieged Leningrad

    People who lived in Leningrad during the siege are entitled to special subsidies. EDV for siege survivors in 2018 is due to citizens provided they stay on the territory of Leningrad (present-day St. Petersburg) and adjacent territories for at least 4 months from September 8, 1941 to January 27, 1944.     Amount of payments in 2018

    At the beginning of April 2017, another indexation was carried out, and the current payment amount for 2017-2018 is:

What is included in the EDV

First of all, you should pay attention to the fact that only those citizens who have refused a set of social services have the right to receive EDV.

The NSO includes services such as:

For example: a disabled person of group 2 does not want to go to a sanatorium-resort treatment; accordingly, he refuses this service and the free tickets that are provided in parallel with this voucher.

From February 1, 2019, the monthly cash payment for disabled people of group 2 is 2701.62 rubles. This amount includes the cost of a set of social services - 1121.42 rubles.
