Benefits for diabetes. What kind of help is available to patients with diabetes: benefits and methods of treatment

Almost every patient who has received a diagnosis called , is interested in the question of what benefits such people are entitled to.

Here it should be remembered that the list of privileges for such patients by endocrinologists is regularly growing.

It is advisable to periodically take an interest in new additions and clarify exactly what benefits for diabetics exist at the moment. For example, it is known that there is some assistance for patients from government authorized bodies in the form of the opportunity to buy all the necessary medications free of charge.

Moreover, they can be obtained both at a specialized pharmacy and at the appropriate medical institution. It is important to remember that you can check with your personal endocrinologist exactly what benefits people with these disorders are entitled to carbohydrate metabolism.

The government assistance program under consideration is directly related to the fact that many patients are limited, primarily physically. In addition, they often cannot find work in their own specialization due to the presence of certain contraindications for a particular profession.

For example, if we're talking about about or about people who work with complex mechanisms, they may simply not be allowed to perform such duties.

That is why awareness of what benefits are available in a given case for a given endocrine disorder will help a person feed himself and his family.

We must not forget that benefits to the patient can be offered both in material form and by providing specific medications.

They are often compensated for by other specialized products. This article will be useful to many people. It fully addresses the issue of obtaining basic benefits for patients with diabetes, which are due to the disease in question.

1 type

All people suffering must receive everything medications and devices needed to determine blood sugar levels.

In case of urgent need, the state provides home care by social workers. Often patients with this type of disease remain disabled.

It is for this reason that they can enjoy all the benefits that apply to this category of endocrinologist patients. It is important to note that almost all medications that are intended for people suffering from diabetes mellitus, are included in the list of free ones.

Various consumables for glucometers are designed in such a way that they can ensure the smooth implementation of the corresponding procedure approximately three times a day. If patients of endocrinologists do not have an acute need for insulin, then they should receive so-called test strips. The state provides them in the amount of one piece per day.

It is important to note that among beneficiaries who do not need insulin support, there are exceptions. People with type 2 diabetes mellitus, which occurs simultaneously, can count on a glucometer and corresponding consumables once a day from the state budget.

It should be noted that every patient has the right to social rehabilitation. In addition, people with type 2 diabetes, if necessary, can have the opportunity to study at an educational institution and go to special health centers for children and adolescents.

The country makes it possible for those in need to receive the included social security.

When is disability granted?

As is known, the decision on disability, depending on the severity of the disease, is made on the basis medical and social examination.

The appropriate referral to the authorities that make the final verdict is issued only by a personally qualified specialist.

Each person may insist on conducting some tests on their own. The doctor has no right to refuse. The most important desire of the patient will be indicated in a special direction.

We must not forget that the fact that you are sick is not always a reason to receive disabled status. Disability is granted only in cases of pronounced impairments in performance, which subsequently leads to significant limitation of life activity and, accordingly, ability to work.

We must not forget that only those patients who suffer from a severe form of the disease receive disability.

This is especially true for people with (when a person is blind in both eyes), as well as (when persistent paralysis and ataxia are noted).

The following diseases can also be included in this category: with pronounced disorders mental health, heart failure occurring in acute form, heavy ( , ), and constant.

Patients with these pathologies are in dire need of regular help from strangers, since they do not even have the opportunity to care for themselves. As a rule, they also have serious problems with movement.

Disability of the second group due to diabetes mellitus is intended only for those who do not always need the care of loved ones and family members.

It is important to emphasize that serious pathological disorders internal organs are pronounced, but not as strong as in those individuals who can receive the first group.

They suffer from stage 2 and 3 retinopathy. But disability of the third group is characterized by mild or even moderate severity of the disease.

With these pathologies, minor impairments in the functionality of internal organs are noted. Subsequently, they, of course, can lead to restrictions on movement. Also, patients applying for the third disability group may receive a restriction labor activity. In any case, the course of the disease and disturbances can be traced quite easily.

Benefits for diabetic patients without disabilities

First of all, it should be noted that patients can receive the following items free of charge:

  1. household goods that enable the patient to provide unhindered self-care. This applies to cases where he himself can no longer do this;
  2. half price discount on payment utilities;
  3. wheelchair, crutches and other equipment.

To definitely receive these benefits, you need to contact a special center social assistance.

How to get a?

To receive all the benefits provided by the state, you must have a special document issued to any patient. Based on it, executive bodies must provide a full package of free assistance.

Benefits for a child

As is known, children are a special category of patients with this endocrine disorder.

They have the right, out of turn, to undergo appropriate treatment in sanatoriums, including therapy with their parents.

It is important to note that tickets are also paid for by government agencies.

What medications can I get?

At the moment, the list of preferential medications has become even longer. They can be obtained at a pharmacy with a prescription from an endocrinologist.

The list includes the following hypoglycemic agents:

  • Acarbose tablets;
  • Glibenclamide;
  • Gliquidone;
  • Glibenclamide+;
  • Glimepiride;
  • Gliclazide.

It is important to note that diabetics with both types of the disease are given special insulin-containing medications. They need to be picked up at a pharmacy only with a prescription from your doctor.

Video on the topic

About what benefits patients with type 1 and type 2 diabetes are entitled to in the video:

It is important to remember that the state helps its citizens in difficult situation and provides them with free assistance in the form of special drugs and equipment for measuring blood sugar levels. Since diabetes treatment is expensive, you should not refuse such help.

What benefits, payments and allowances can and should diabetics receive in Russia? In what cases is disability registered, what is the amount of benefits and how can I get them? Many people with diabetes have asked these questions. You can get answers to them in this article from endocrinologist Dilyara Lebedeva.

Hello, dear readers! I want to talk today about the role of the state in the life of every person who has the misfortune of becoming a diabetic. How much does the state help such people? I want to make a reservation right away that here you will not hear hysterical P talk about the imperfection of the medical service, the theft of government money and mediocre doctors.

This does not mean at all that I fully support what is happening in our country, since I myself sit tightly in this common harness. However, I believe that a positive attitude, faith in success and the search for alternative, non-standard solutions to problems that arise are much more productive and effective than sad complaints and whining that everything is bad.

To begin with, I would like to say that preferential provision for adults and children occurs differently. Children with diabetes mellitus immediately after discharge are given the opportunity to register for disability (childhood disability). In this case, the child receives all support and benefits at the federal level in accordance with Order of the Ministry of Health of the Russian Federation No. 117 dated July 4, 1991 “Procedure for recognizing a child as a disabled person”
Since January 1, 2000, the category “disabled child” has been established up to the age of 18 years. But recently I learned that the issue of lowering the age for determining disability is being discussed. Now it is possible for children to become disabled only up to the age of 14. Upon reaching this age, the child switches to regional preferential support.

Adult diabetics, upon diagnosis, in each case are transferred to preferential coverage, but the provision can be at the expense of the state budget or at the expense of the regional budget of a constituent entity of the Russian Federation. Simply put, every diabetic automatically becomes a regional beneficiary, but under certain circumstances can apply for the establishment of a certain disability group and become a federal beneficiary. A person receiving regional benefits is not considered disabled.

From a financial and practical point of view, being a federal beneficiary and having some kind of disability group is more profitable, because the list of free distribution of medicines, technical means of self-control and for administering insulin is expanding, and the right to Spa treatment. Plus additional social benefits, subsidies and benefits available to a person with a disability.

However, is it so easy for an adult to become disabled due to diabetes? Many people believe that the disease “diabetes mellitus” itself already presupposes the establishment of a disability group. This is far from true, or rather not at all true.

Let's define the term disabled. A disabled person is a person with disabilities who has lost his ability to work due to injury, illness or old age. Those. a person newly diagnosed with type 2 diabetes at age 45 without complications cannot become disabled because he is not a person with a disability. Such a person can work successfully, and when active treatment and taking measures to improve their health, they may never take advantage of the opportunity to register disability.

It's another matter when old man with a long history of diabetes and having many crippling complications of diabetes and associated pathologies. He cannot fully work or even take care of himself. In this case, he is certainly entitled to a disability group and most likely he will receive it.

But there is a category of patients who subjectively consider themselves the sickest people in the world, and when undergoing an examination it turns out that this is just his own feeling of ill health, because there is no objective evidence of a serious health problem. In this case, it is possible to prepare all the documents to recognize a person as disabled, but it is not at all necessary that the MSE (medical and social examination) bodies recognize this person a person with limited abilities and will be assigned a disability group. Simply put, there is a risk that all actions will be in vain. Therefore, always consult with your endocrinologist or the head of the clinic whether you should begin the procedure for preparing your documents for examination, so as not to waste your time and money first of all on undergoing numerous studies and procedures.

In general, recognizing a person as disabled due to diabetes is very difficult. A lot of objective arguments in favor of this must come together. Typically, these should be severe chronic complications of diabetes and concomitant pathology severe degrees.

Providing medicines and technical means for disabled children and for regional and federal beneficiaries it is completely different. Lists of drugs and additional funds disease control plans are drawn up by the governing authorities. In the case of children and adults with disabilities, this is the Ministry of Health of the Russian Federation, in the case of regional beneficiaries - the ministries of health of the constituent entities of the Russian Federation.

In theory, all federal beneficiaries should have the same security, regardless of the region in which they live, but this is only on paper. In reality, everything happens differently and the situation is different in different regions.

In the case of regional beneficiaries, everything is even worse. Each region helps its diabetics to the best of its ability, or it depends on the degree of generosity of the authorities of a particular region. It must be assumed that in subsidized regions, provision is poorer and simpler than in self-sufficient regions. However, even between such regions there is a huge difference.

In order to find out what a person is entitled to free of charge from medications, you need to ask an endocrinologist for a list of subsidized medications in your region. But something tells me that you are unlikely to get it. Guess why...

I’ll tell you a little about the medications that are included in the free lists. Firstly, if you are hoping to be prescribed medication latest generation, then abandon hope, everyone who enters here. Imagine yourself that you are an employer and you have an idle employee hanging around your neck who requires large investments. Is it profitable for you to maintain such an employee when he brings absolutely no benefit? But from a social point of view, you can’t leave this person, because the public will immediately flock and begin to wag their fingers: “Ay-yay-yay! How can you, because he’s the only one who will disappear. Have a conscience, humanity, etc.” Then you, as an employer, decide to continue to fund the dependent, but at a minimum cost, i.e. just enough to not be indignant, and if he becomes indignant, then proudly say that you are fulfilling your duties to the best of your ability.

The state has the same relationship with people with disabilities. Therefore, the lists of free medicines contain the cheapest and sometimes outdated drugs, and in order not to spend money on original drugs, officials came up with another way out - to write prescriptions with non-proprietary trade names (INN). In other words, Indian enalapril and Renitec from Holland contain the same enalapril, but the difference in clinical effectiveness is striking. Therefore, you should not be surprised that the pharmacy gave you some Russian gliformin instead of the French Glucophage. According to the papers, all formalities have been met and that’s it.

In addition, given the economic situation in the country, the government is beginning to promote an idea like “Let's help the domestic manufacturer!” and requires ministries to replace some imported really cool drugs with domestic ones. I have nothing to forgive my fatherland, but I must admit that we have never learned how to make medicine. No matter what we do, we still end up with a Kalashnikov assault rifle.

We are years behind Western technology... ALWAYS. So isn’t it better to admit this than to admit that we don’t know how to build passenger cars, it turns out to be the same automatic machine. It may be better to throw all our efforts and resources into those areas where we are really strong, for example, on the production of the same Kalashnikov assault rifle or in Agriculture and livestock farming. Got off topic...

In addition to medications, diabetics in our country are entitled to free means of administering insulin (syringes and syringe pens) and needles for them, monitoring equipment (glucometers) and test strips for them, and for some reason no one needs ethyl alcohol... and also federal beneficiaries sanatorium-resort treatment is provided.

But again, all this is most likely on paper. Basically there is nothing of this, and if it happens, it is designed for a very tiny amount, which is not enough for everyone.

However, in all this darkness of hopelessness there is a ray of light. I believe that in our country the provision of children with diabetes is more or less at a high level. I understand that the number of test strips that are issued every month is minuscule, but they also issue them regularly, according to at least here in Tatarstan, I can’t speak for the country as a whole. Children receive the best imported insulin, and are regularly provided with free glucometers, unlike adults who are now being en masse switched to Rosinsulin. Currently, in many regions, including Tatarstan, there are programs to provide children with insulin pumps, and this is quite an expensive pleasure, if you can even call it a pleasure.

Below I present benefits and payments, in addition to medication and technical support, that are entitled to children with disabilities due to diabetes and their parents or guardians.

  • social pension and supplements to it in the amount of 11445.09р in accordance with Art. 18 of the Federal Law of December 15, 2001 No. 166-FZ “On state pension provision in Russian Federation"(data as of April 1, 2015)

  • According to the second part of the Tax Code of the Russian Federation (Article 218), parents of disabled children under 18 years of age, and in the case of full-time education at an educational institution with the established 1st or 2nd group up to 24 years of age, are entitled to a standard tax deduction in the amount of 3,000 rubles.
  • There are numerous benefits under labor legislation, housing and transport benefits.
  • There are educational benefits for disabled children.

For adults with disabilities due to diabetes, the following benefits and benefits are provided:

  • Social disability pension depending on the group from April 1, 2015 (if there are dependents, the amount becomes larger depending on the number of dependents)
  • 1 group - 9538.20 RUR
  • Group 2 - 4769.09 RUR
  • Group 3 - 4053.75 RUR
  • Monthly cash payment (MVD) is set depending on the group
  • 1 group - 3137.60 RUR
  • Group 2 - 2240.72 RUR
  • 3rd group - 1793.74 RUR
  • Federal social supplement for non-working pensioners whose income is below the subsistence level
  • Guardians and persons caring for disabled adults are given a monthly compensation payment in accordance with Decree of the President of the Russian Federation dated December 26, 2006 No. 1455
  • A person accompanying a disabled person of group 1 is provided with a voucher and travel under the same conditions. Working disabled people are provided with a 50% benefit. Non-working people FREE (ticket + travel)
  • A set of social services, which includes free medicines, spa treatment and free pass on transport. The total amount is 930.12 rubles. If you refuse the social package. services, then you get this money, but lose everything else. Therefore, before you refuse, you should think about drug provision. If your medications cost much more, then there is no point in giving up social services. no package
  • Disabled people of groups 1 and 2 receive benefits in the field of education (admission without exams and payment of scholarships)
  • Housing and labor benefits
  • Tax benefits and deductions

Well, this is roughly how the state takes care of its citizens with diabetes, with or without disabilities. In any case, it’s good that we are getting at least some help at all. I understand that there is no help upper class, not everything is always and not always done, but everything listed is on paper, which means it can be implemented in real life. It’s up to you to decide whether it’s worth seeking everything you’re owed from the authorities if you haven’t received something.

Finally, I want to say that you shouldn’t rely too much on government help. I know how difficult and expensive life is for disabled people or people with diabetes without disabilities, and for parents with disabled children. It's hard to stop hoping when you've done just that all your life. Nobody owes you anything, just like you too. Accept help as a gift with gratitude, and not as a given or obligatory. To a gift horse, as they say...

If you think about it carefully, we are in a very comfortable position and living in the best country compared to some other countries. I agree that somewhere, perhaps, it is even better, but you need to accept life as it is and make efforts yourself if you want to change it, and not wait for gifts from fate, otherwise you risk staying on the edge.

Use your heads, start developing, read more and learn new things, tune your mind to effectively solve complex life problems, persevere through difficulties and don’t rely on anyone. This is how you will avoid bitter disappointments, maintaining in your soul a positive attitude towards life and an unshakable belief in success. Nurture the same qualities in your children, it will be much harder for them than for us.

And remember it's never too late to start your life with clean slate! It doesn’t matter how your start begins, the main thing is how your finish ends!

With warmth and care, endocrinologist Dilyara Lebedeva

The number of diabetics is only increasing every year. The total number of people with diabetes on the planet was 200 million, and by 2018-2019, experts predict an increase in the number of cases to 300 million. The pathology itself occurs in two types. The first type includes insulin-dependent patients who need to inject themselves with insulin daily. The second type is considered less insulin-independent.

All diabetics have the right to free receipt sugar-lowering drugs, insulin, injection syringes, test strips for one month. Diabetics who have received disability also receive a pension and social package. In 2019 this category of the population has the right to apply for the subsidies due to it.

Who gets the benefit?

To be assigned a disability, you will need to undergo a medical and social examination. Disability is confirmed if the patient has altered functions of internal organs.

A referral for an examination is issued by the attending physician. Patients with type 1 diabetes are assigned disability due to the severity of the disease and its chronic course. In patients with type 2 diabetes, the damage is less severe.

I disability group is assigned if:

  • diabetic blindness;
  • paralysis or persistent ataxia;
  • persistent disturbances of mental behavior due to diabetic encephalopathy;
  • third stage of heart failure;
  • gangrenous manifestations of the lower extremities;
  • diabetic foot syndrome;
  • chronic renal failure in the terminal stage;
  • frequent hypoglycemic comas.

Disability group II is assigned on the basis of diabetic blindness or retinopathy of 2-3 degrees, with chronic renal failure in the terminal stage.

III disability group is given to patients with the course of the disease moderate severity, but with pronounced violations.

How has the size of the benefit changed over the last 3 years?

Over the past 3 years, the amount of benefits has changed taking into account the level of inflation and the number of patients. Common benefits for diabetics include:

  1. Obtaining necessary medications.
  2. Pension depending on disability group.
  3. Exemption from military service.
  4. Obtaining diagnostic tools.
  5. The right to free organ examination endocrine system in a specialized diabetes center.

For some constituent entities of the Russian Federation, additional benefits are provided in the form of undergoing a course of treatment in a resort-type dispensary, as well as:

  1. Reduce utility bills by up to 50%.
  2. Maternity leave for women with diabetes is increased by 16 days.
  3. Additional support measures at the regional level.

The type and quantity of drugs, as well as diagnostic tools (syringes, test strips) are determined by the attending physician.

What is the size of the benefit for patients with diabetes in 2019?

In 2019, diabetics can count not only on the above benefits, but also on other social support from the state and local authorities.

Benefits for patients with type 1 diabetes:

  1. Providing medications intended for the treatment of diabetes and its consequences.
  2. Medical supplies for injections, measuring sugar levels and other procedures (with the expectation of carrying out analysis three times a day).

Benefits for type 2 diabetes:

  1. Sanatorium treatment.
  2. Social rehabilitation.
  3. Free change of profession.
  4. Classes in sports clubs.

  • road;
  • nutrition.

Free medications to treat complications from diabetes are included in the list of benefits:

  4. Medicines to restore impaired metabolic processes.
  5. Thrombolytic drugs.
  6. Heart medications.
  7. Diuretics.
  8. Medicines for the treatment of hypertension.

In addition to glucose-lowering medications, diabetics are prescribed additional medications. People with type 2 diabetes do not need insulin but are entitled to a blood glucose meter and test strips. The number of test strips depends on whether the patient uses insulin or not:

  • for those dependent on insulin, 3 test strips are prescribed daily;
  • if the patient does not use insulin - 1 test strip daily.

Patients using insulin are provided with injection syringes in the quantity necessary for daily administration of the medication. If the benefits are not used within a year, the diabetic will be able to apply to the Social Insurance Fund.

You can refuse social package at the beginning of the year. In this case, money is paid. The lump sum payment is accrued for the year, but in fact it is not a one-time payment, since it is paid in installments over 12 months as an addition to the disability pension.

In 2019, they plan to pay diabetics the following subsidies:

  • 1st group: RUB 3,538.52;
  • Group 2: RUB 2,527.06;

Pregnant women with diabetes are given an additional 16 days of maternity leave.

How to get benefits for people with diabetes in 2019

To receive benefits for diabetics, you must have appropriate documents confirming your disability and illness. Additionally, it is necessary to provide the social security authorities with a certificate in form No. 070/u-04 for an adult or No. 076/u-04 for a child.

Next, an application for the provision of sanatorium-resort treatment is written to the Social Insurance Fund or to any social protection body that has an agreement with the Social Insurance Fund. This must be done before December 1 of the current year.

After 10 days, a response is received regarding the provision of a voucher to a sanatorium corresponding to the treatment profile, indicating the date of arrival. The voucher itself is issued in advance, no later than 21 days before arrival. After treatment, a card is issued that describes the patient's condition.

Additional documents for benefits:

  • passport and two copies of it, pages 2, 3, 5;
  • if you have a disability, you must individual plan rehabilitation in the amount of two copies;
  • two copies of SNILS;
  • a certificate from the Pension Fund proving the availability of non-monetized benefits for the current year, with a copy thereof;
  • certificate from a doctor, form No. 070/u-04 for an adult or No. 076/u-04 for a child. This certificate is valid only for six months!

To receive free medications, you will need a prescription from an endocrinologist. To receive a prescription, the patient must wait for the results of all tests necessary to determine accurate diagnosis. Based on the research, the doctor draws up a schedule for taking medications and determines the dosage.

In a state pharmacy, patients are given medications strictly in the quantities prescribed in the prescription. As a rule, medications last for a month.

To obtain a medical examination for disability for a child, the following documents are required:

  • application from a citizen (or his legal representative);
  • passport or other identity document; for citizens over 14 years of age, a passport (for persons under 14 years of age: birth certificate and passport of one of the parents or guardians);

  • in case of re-examination, a certificate of disability;
  • at re-examination have with you individual program rehabilitation with notes on its implementation.

Diabetes is a terrible and dangerous thing, unfortunately. incurable disease to date. It is called the scourge of the 21st century. More and more people in the world are receiving such a terrible diagnosis. AND normal life the end is coming. A sick person should completely reconsider his diet and take regularly special drugs, constantly monitor your blood sugar levels.

Treatment can prolong and improve quality of life. But medicines cost money, sometimes quite a lot. And some diabetics cannot fully support themselves financially - especially if diabetes has seriously affected their health, taking away their vision, hearing, and coordination of movements. That is why our state provides benefits for diabetics. They are intended for all diabetic patients in Russia without exception. What type of assistance is provided? What benefits are available to those in need?

In our state there are special benefits for diabetics. They are expressed in:

  • in its natural form;
  • monetary allowance.

It is important to understand that the patient himself has the right to choose in what form he will receive benefits for patients with diabetes: money or drugs, sanatorium treatment.

Please note, experts say: replacement in-kind assistance cash is not always reasonable and appropriate. Financial support is significantly less than the actual costs of the state to provide medicines and treatment for sick people in a specialized sanatorium.

What are the benefits for people with diabetes:

  • medical supplies for the treatment of diabetes;
  • unearned pension from the Pension Fund of the Russian Federation;
  • issuing diagnostic tools to monitor blood sugar levels;
  • undergoing a free medical examination in specialized centers;
  • receiving sanatorium-resort treatment;
  • 50 percent discount on utility bills;
  • plus 16 days for a woman for maternity leave.

A diabetic should receive all this in the required amount. If a sick person is denied a prescription for medication, is not given the opportunity for a free examination, or is drafted into the army, he must urgently contact a higher authority.

It is not necessary to immediately run to court. To begin with, it is enough to talk with the chief physician of the local clinic where the citizen is registered. No consensus found? In this case, contacting the department or health department of the administration of a particular municipality will probably help. Next - the Prosecutor's Office, a court of general jurisdiction.

How to get benefits: where to go

The diagnosis of diabetes is made only by an endocrinologist. He makes a corresponding entry in medical card patient based on numerous tests and examinations. From this moment on, the citizen is recognized as a diabetic. A prescription for free medications, syringes, and diagnostic tools is written by the attending physician. To avoid problems during discharge and receipt, the patient will be asked to provide:

  • passport of a citizen of the country (photocopy);
  • SNILS;
  • pension certificate (if any);
  • sometimes - a certificate of family composition;
  • certificate from the place of work.

The patient receives a free prescription once a month. The diabetic will have to visit his or her doctor again to take the medications next month. The doctor usually inquires about the patient’s condition, clarifies how he is feeling, and, if necessary, gives directions for free tests. All this is required to understand whether the treatment provided is sufficient, whether there is a need to increase the insulin dose or, conversely, to reduce it.

Help for patients with the “sweet disease” is provided within the framework of current legislation. The support is regulated by Federal Law No. 181-FZ of November 24, 1995 “On the social protection of disabled people in the Russian Federation.” For general development, it is worth reading the provisions to understand what benefits are provided for type 2 and type 1 diabetics. Any obstacles in this matter will be strictly prosecuted and punished by government agencies.

Free medications are obtained from the state pharmacy. They must always be available. If medicines are suddenly not available for sale, they must be immediately delivered from a neighboring locality. After all, a diabetic cannot avoid taking the drug for a long time - sometimes it needs to be administered every 5 hours. Any delay in this case is deadly. Therefore, the supply and supply of drugs for diabetics to the state pharmacy is under the control of local authorities. In case of violations, you should immediately complain to the Prosecutor's Office or court.

Disability pension: rules, regulations

Every diabetic has the right to a pension from the Russian Pension Fund. The payment is unearned. Its size is set by the state and depends on the minimum subsistence level.

The status of a disabled person is assigned only by a special commission regulated by the country's Ministry of Health. The referral to the commission is issued by the attending physician.

Types of disability due to diabetes:

  • 1 group. Due to diabetes, a person has lost his sight, hearing, mobility, gained a lot of weight, cannot move on his own, and his cardiovascular system suffers. The patient is practically unable or completely unable to care for himself.
  • 2nd group. Diabetes has affected the organs of vision, hearing, and musculoskeletal system, but the citizen can still move around, take care of himself, and do very simple work.
  • 3rd group. The symptoms of diabetes are quite mild, the disease has not damaged life important organs and body functions. Most often, such citizens live ordinary lives, work and study, and those around them do not even know about their diagnosis.

The amounts of payments and other important points are described in the Federal Law of December 15, 01 No. 166-FZ “On state pension provision in the state.”

Today, when diagnosed with diabetes mellitus, benefits are provided not only to adult patients, but also to children with similar disease. This means that the kids also get help. It is presented in the form:

  • vouchers to a sanatorium or camp;
  • medicines and diagnostic tools;
  • benefits upon admission to secondary specialized or higher education educational institution;
  • exemption from military service;
  • pension as a disabled child;
  • special benefits when testing the Unified State Exam;
  • diagnostics in a foreign hospital;
  • exemption from tax payments.

It is important to understand that all the benefits for a patient with type 2 diabetes and type 1 diabetes are absolutely the same. The only difference can be in the number of medications, syringes and test strips issued:

  • for type 2 diabetics, only 1 sugar test per day is required;
  • for patients with type 1 – 3 test strips.

It has been proven that the disease of the second type is less serious, the patient does not need insulin injections, insulin is given in tablets.

Conclusion

Any patient with diabetes should receive support from the government. It includes free issuance of medications and tests, treatment in a hospital, vacation in a sanatorium, a 50 percent discount on utilities and some other benefits. More details about them are indicated in the law of November 24, 1995 No. 181-FZ. It is available for reading and is freely available.

Diabetics are entitled to a disability pension. The group is assigned by a special commission based on the doctor’s direction. If problems arise with the direction or prescription of medications, it is advisable to immediately contact the head doctor of the hospital, the Department of Health, the Prosecutor's Office or the court.

According to the National Research Center for Endocrinology under the Ministry of Health of the Russian Federation, currently about 8 million Russians suffer from diabetes mellitus and approximately 20% of the country's total population is in a pre-diabetic state.

Making such a diagnosis forever changes a person’s life, which involves a lot of inconvenience associated with constant monitoring of the body’s condition, as well as significant treatment costs. In order to support such citizens, the state establishes a set of social benefits for them.

Composition of benefits for patients with diabetes

The range of benefits for patients with diabetes may vary depending on the form of the disease and the presence or absence of confirmed disability.

All diabetics, without exception, have the right to free provision of medications and means of monitoring the course of the disease. This right was approved by the Government of Russia in Resolution No. 890 of July 30, 1994.

For type 1 diabetes due to budget funds provided:

  • insulin;
  • syringes and needles;
  • 100 g of ethyl alcohol per month;
  • glucometers;
  • disposable test strips for glucometers in the amount of 90 pcs. per month;
  • medicines for diabetes and its complications.

Type 2 diabetes entitles you to:

  • sugar-lowering agents and other medications;
  • glucometer;
  • test strips in the amount of 30 pcs. per month.

A number of benefits are provided depending on the patient’s gender:

  • men are exempt from military service;
  • mothers in labor are extended their stay in maternity hospital for 3 days, and the duration of maternity leave is 16 days (including for patients diagnosed with gestational diabetes, which manifests itself only during pregnancy).

A significant proportion of diabetics have some type of disability, therefore, along with the above benefits, they are provided with a full social package intended for people with disabilities. It includes:

  • payment of disability pension;
  • payment for sanatorium treatment with travel reimbursement (once a year);
  • free medicines (not only for diabetes, but also for other diseases);
  • preferential use of city and intercity public transport;
  • 50% discount on utility bills.

The list of benefits can be expanded to include regional programs. In particular, these could be tax preferences, the provision of conditions for physical therapy, the establishment of easier working conditions, etc. You can find out about the programs operating in the region in the territorial social body. protection.

Benefits for diabetic children

Unfortunately, not only adults, but also children are susceptible to diabetes. It is even more difficult for a young, fragile body to resist the disease, and with the insulin-dependent form of diabetes (type 1), children are automatically assigned a disability. In this regard, the state provides them with:

  1. disability pension;
  2. vouchers to sanatoriums and children's health camps (travel is paid for both the disabled child and the adult accompanying him);
  3. free medicines, medical products and dressings;
  4. discounted travel on public transport;
  5. the right to free diagnosis and treatment, including abroad;
  6. special conditions for enrollment in higher educational institutions and passing the Unified State Exam;
  7. 50% discount on utility bills. Moreover, if in the case of disabled adults the discount applies only to their share in the total volume of resource consumption, then for families with a disabled child the benefit applies to general family expenses.

Parents of disabled children and their guardians are entitled to tax deductions for personal income tax, credit for the period of caring for a child with disabilities, early retirement, and if they are unemployed, monthly compensation payments in the amount of 5,500 rubles.

Diabetic children without disabilities are provided with the same benefits as adults, depending on the form of the disease.

Conditions for assigning disability to diabetic patients

The presence of a disability group significantly expands the list of benefits for diabetics, so it would be useful to consider in what cases it is prescribed to diabetic patients.

To obtain the status of a disabled person, a diagnosis of diabetes is not enough. The group is assigned only if there are complications that prevent full life sick.

Assignment of the 1st disability group occurs only in severe forms of the disease, accompanied by the following manifestations:

  • metabolic disorders;
  • severe decrease in vision up to blindness;
  • gangrene;
  • heart and kidney failure;
  • coma induced sharp jumps blood sugar levels;
  • irreversible brain damage:
  • inability to independently serve the needs of the body, move around and engage in labor activities.

Group 2 disability is assigned for the same symptoms of severe diabetes, but at the initial stage of their development. Group 3 is prescribed for mild to moderate forms of the disease, but with rapid progression.

All manifestations of complications of the disease must have documentary confirmation, which is given by the relevant medical specialists. All medical reports and test results must be submitted to the medical and social examination. The more supporting documents can be collected, the greater the likelihood that experts will make a positive decision.

Disability of the 2nd and 3rd groups is assigned for a year, of the 1st group - for 2 years. After this period, the right to status must be reconfirmed.

Procedure for registration and provision of benefits

Registration of the basic set of social services, including free medicines, treatment in sanatoriums and travel on public transport, is carried out at the local branch of the Pension Fund. There you need to provide:

  • application of the established form;
  • identity documents;
  • OPS insurance certificate;
  • medical documents proving your right to receive benefits.

After checking the documents, the applicant is issued a certificate confirming the right to use social services. Based on it, the doctor will write prescriptions for free medications and devices needed to control the body's condition in diabetes at the pharmacy.

In order to obtain a voucher to the sanatorium, they also contact the clinic. The medical commission evaluates the patient’s condition and, if the conclusion is positive, issues him certificate No. 070/u-04, confirming the right to rehabilitation.

You must contact the local FSS office with it, where you will additionally submit an application for a voucher, a passport (for a disabled child - a birth certificate), and a certificate of disability.

Attention!

If the patient has a voucher, it is issued within 21 days, after which he is again sent with it to the clinic to receive a sanatorium-resort card.

The certificate issued by the Pension Fund also gives the right to purchase a social travel card, according to which a disabled diabetic can travel for free on all types of public transport, with the exception of taxis and commercial minibuses. For intercity transport (road, railway, air, river) a 50% discount is provided from the beginning of October to mid-May and once in both directions at any other time of the year.

Financial compensation

A disabled diabetic may forego benefits in kind in favor of lump sum benefit. A refusal can be made from the entire set of social services. services or partially only from those for which there is no need.

The lump sum payment is accrued for the year, but in fact it is not a one-time payment, since it is paid in installments over 12 months as an addition to the disability pension. Its size for 2017 for disabled people is:

  • RUB 3,538.52 for group 1;
  • 2527.06 rub. for group 2 and children;
  • RUR 2,022.94 for the 3rd group.

In 2018, it is planned to index payments by 6.4%. The final amount of the benefit can be found out at the territorial branch of the Pension Fund of Russia, where you need to apply for its registration.

An application, a passport, a certificate of disability are submitted to the fund, and a certificate is also submitted granting the right to use the social package, if it has previously been received. Submission of the application is strictly limited in time - no later than October 1.

For this reason, it will no longer be possible to replace benefits with cash payments for 2018. You can only submit an application for 2019.

You can simplify the procedure for applying for benefits or monetary compensation by contacting the multifunctional center. And citizens experiencing mobility problems can send a package of documents by mail or through the government services portal.

Decide which form of receiving benefits is more convenient for you - in kind or cash - and be sure to contact the government bodies. Measures social support diabetics are difficult to compare with the damage caused by the disease, but they can still make the patient’s life a little easier.

Benefits for diabetics in 2018 - type 1, 2, in Moscow, in St. Petersburg, without disability

Diabetes mellitus is an endocrine disease characterized by metabolic disorders of various etiologies due to an increase in blood sugar levels as a result of a secretory disorder or the action of insulin (or two factors at the same time).

the federal law

As of 2018 The federal law, which would regulate the medical and social protection of persons with diabetes, is missing.

However, there is a draft Federal Law No. 184557-7 “On measures to provide...” (hereinafter referred to as the Draft Law), which was submitted to the State Duma by deputies Mironov, Emelyanov, Tumusov and Nilov.

In Part 1 of Art. 25 of the Bill contains a provision providing for the entry into force of the Federal Law on January 1, 2018, but to date the Federal Law has not entered into force.

Why are there benefits?

  • diabetes is characterized by the possibility of acute complications, such as ketoacidosis, hypoglycemia, lactic acid coma, etc., as well as late consequences, for example, retinopathy, angiopathy, diabetic foot, etc., respectively, in the absence of proper measures medical care, the disease may lead to other, more serious ones;
  • With diabetes, the patient requires constant monitoring of blood sugar levels, as a result, the need for a constant availability of medications and treatments, which can be expensive.

When is disability determined?

Disability is established after appropriate recognition as a disabled person as a result of a medical and social examination (Article 7 of the Federal Law No. 181 of November 24, 1995 “On Social..." (hereinafter referred to as the Federal Law No. 181)).

The decision to establish disability is made on the basis of the classifications and criteria specified in Order of the Ministry of Labor No. 1024n dated December 17. 2015 “On Classifications...” (hereinafter referred to as the Order).

Based on clause 8 of the Order, to establish disability, a person over 18 years of age must meet 2 conditions:

  • degree of severity of dysfunction – from 40 to 100%;
  • the specified degree of severity of persistent impairments leads either to the 2nd or 3rd degree of severity of disability in any one category of life activity (clause 5 of the Order), or to the 1st degree of severity, but in several categories at once (for example, 1 - 1st degree of expression in the categories “Ability for self-care”, “Ability to learn”, “Ability to communicate”, etc. or 2nd degree only for “Ability for orientation”).

Accordingly, to determine whether a diabetic is eligible for a disability group, you need to:

  • use Subsection 11 “Diseases of the endocrine system...” of the Appendix “Quantitative assessment system...” of the Order;
  • then find the penultimate column “Clinical-functional...”;
  • find in this column a description of the nature of the course of diabetes mellitus that most accurately characterizes the patient’s current state of affairs;
  • look at the quantitative assessment in the last column (you need from 40 to 100%);

The state provides some help to maintain the life and health of the citizens of their country. It is important that every diabetic knows about the benefits they are entitled to. Unfortunately, not all people are informed about their options.

Admission for diabetes

Hello, my name is Ekaterina. I have a daughter, 16 years old, finishing 11th grade. Since childhood, more than stage 1 diabetes, disabled. Tell me, are there any benefits for such children when entering a university?

Hello, Ekaterina. If a child has a disability, he is selected under special conditions for admission to a higher educational institution and has the right to study for free. To do this, you need to collect the necessary documents and certificates, a list of which will be provided at the university.

Benefits for patients with type 2 diabetes without disability: what are diabetics entitled to?

Almost every patient who has been diagnosed with diabetes is interested in the question of what benefits for diabetics are relevant this year.

It is important to remember here that the list of benefits for such patients may change annually, so it is better to regularly check such changes and clarify what benefits for patients with diabetes mellitus currently exist.

For example, it is known that there is assistance from the state for patients with diabetes in the form of the opportunity to purchase certain medications free of charge. Moreover, you can get them either at a special pharmacy or directly at a medical institution from your local endocrinologist.

By the way, it is from these specialists that you can find out what benefits diabetics are entitled to for a patient with such a diagnosis this year.

This assistance program from the state is due to the fact that many patients diagnosed with diabetes are physically limited or simply cannot find work in their profession due to the presence of contraindications to this work.

For example, if we are talking about public transport drivers or those people who work with complex mechanisms, they may not be allowed to perform such work.

Therefore, in this case, knowledge of what benefits for diabetes are provided in such a situation will help a person feed himself and other members of his family.

It is important to note that benefits for patients with diabetes can be provided both in material form and in the form of specific medications or any other special products.

What medications can I get?

Of course, if we talk about what benefits for patients with type 2 diabetes are most interested in patients who are faced with a similar diagnosis, then this will be the question of what kind of medications a person can receive for free. After all, it is known that a disease that is at the second stage of its course, as in principle at the first, must be compensated by the regular use of special medications.

In view of this, the state has developed special benefits for type 2 diabetics in 2017. These are special antihyperglycemic medications that contain a substance such as metformin.

Most often this is a medicine called Siofor, but there may be other drugs that are also given to patients free of charge. It is better to immediately check with your doctor about what benefits type 2 diabetics are currently entitled to. He can provide a detailed list of medications that are dispensed free of charge at the pharmacy.

To truly receive benefits if you are diagnosed with diabetes, you should get a prescription from your doctor. Depending on what treatment regimen is prescribed for a particular patient, the doctor writes out a list of medications that the patient can receive at the pharmacy for free.

Regarding what benefits patients with type 1 diabetes are entitled to, it should be noted that such patients can count on receiving certain medications free of charge. This:

  • insulin and syringes with which it is administered;
  • test strips for a glucometer at the rate of three pieces per day;
  • treatment in sanatoriums of the country;
  • regular hospitalization if necessary.

The rights of a patient with diabetes imply that, regardless of what group of diabetes a particular patient has, he can still count on free medications that are taken to maintain his vital functions.

All about disability

Any patient suffering from this disease should be aware of the situations in which they are likely to become disabled. By the way, here you also need to understand exactly how to obtain this status and where to apply first.

First, you need to remember that this disease is almost always accompanied by various chronic diseases.

And similar manifestations are also possible that can significantly reduce a person’s level of activity, and, of course, completely change it familiar image life.

For example, if the disease led to the amputation of any limb as a result of surgery, then he can immediately count on diabetes benefits, namely, receiving a certain disability group.

The cause of disability can be any other disease that causes a strong deterioration in a person’s well-being and restricts a person’s movements or ability to work fully. In this case, the patient is referred to a special commission, which makes a decision regarding the advisability of assigning the appropriate disability group.

It is important to note that this possibility is present not only for those who suffer from the first type of the disease, but also for type 2 diabetics.

In general, for patients with type 2 or type 1 diabetes mellitus, as well as for all other patients, there are three disability groups.

The first of which presupposes the complete provision of the patient and says that he is incurably ill and in frequent cases cannot take care of himself fully on his own.

The second group may indicate that the diagnosis can still change if the person follows all the doctors’ recommendations.

The third group is considered workers. In this case, the patient is recommended to use gentle work and certain restrictions, but with such a diagnosis, he will generally be able to live peacefully. At the same time, it does not matter at all whether the examination is carried out for type 2 or type 1 diabetes.

And, of course, with all these groups, patients can count on preferential medications.

Once again, I would like to note that the current rights of diabetics can always be clarified with their attending physician.

What diagnosis qualifies for disability?

It has already been said above about in what cases a patient is assigned a certain disability group. But still, it is necessary to talk in more detail about what specific diagnosis may indicate that the patient can qualify for a specific disability group.

So, with type 2 or first diabetes mellitus, the patient can count on receiving the first group of disability if he has serious complications health problems caused by diabetes mellitus.

For example, there are a lot of diabetics in Russia whose vision has sharply decreased as a result of the disease, and there are also many patients with diabetic foot and gangrene, which develops very rapidly, frequent comas and a high probability of developing thrombosis.

Attention!

Also, with type 1 or type 2 diabetes, the patient may be assigned a second disability group. This usually occurs in cases where the patient rapidly develops renal failure, the cause of which is progressive diabetes mellitus. This group can also be provided to those who suffer from neuropathy and mental disorders, which also develop against the background of diabetes.

Add to list free drugs for such patients, this may also include those medications that they take to treat the concomitant disease caused by the “sugar” disease.

The third group is provided to almost all patients with a given diagnosis. Regardless of what type of diabetes the patient has.

In general, it must be said that there are practically no patients with this diagnosis who would be without disability. Unless, of course, the patient himself wants to give up such a benefit.

Basic rights and benefits

If we talk about what benefits diabetics with disabilities are entitled to, then, first of all, this is a pension.

Financial compensation is assigned on a general basis and is paid to the patient on a monthly basis.

Also, anyone can purchase an electrochemical glucometer at a discount. That is why almost all beneficiaries have a similar device, which they know how to operate with dexterity.

In addition, patients can receive special items free of charge, namely:

  • household items that help a person take care of himself if he can no longer do this;
  • fifty percent discount on utility bills;
  • wheelchair, crutches and more.
